Two things, Bob. First, EVERY free government cell phone is used. They’ve all be “refurbished,” but as Mercedes-Benz says, “They’re pre-owned.” That’s the only way any Lifeline company can afford to give these products away for free.
Second, virtually no cell phone comes with a user manual anymore. Same with most electronic products of all kinds. For example, I’m writing this on an Apple iPad and it did not come with a user manual. That’s because all user manuals can now be found online. Just Google the make and model of your phone plus the words “user manual” and you’ll easily find what you need.

Thanks for all you are trying to do. I have a Blue jay phone which I brought over from Oahu and the battery has just failed. I’m trying to sort things out but if you do not use the phone for one month then they will cancel and at this point I know of no one who services the Island of Molokai. Keep up the good work and hopefully we’ll find a way to work things out….

You have several problems here, Darryl. First of all, here’s an article that will tell you what you should have done about your lost or stolen phone:

You should have enrolled with the new company, which would have completed all the paperwork necessary to cancel your contract with the original Lifeline company. It doesn’t sound like that’s what happened, though. In order to fight fraud and abuse, every Lifeline customer is listed on a national database, so you run the very real risk of being cancelled by your second company if your name pops up on that database.
Finally, leaving a comment here at FreeGovernmentCellPhones.net will not accomplish getting your Blue Jay account cut off. This is an independent website with zero affiliation with Blue Jay or any other Lifeline company. You need to contact Safelink’s customer service team directly by phone or online.

Now in answer to your question, you need to contact Blue Jay to find the status of your application. But we can tell you for sure that a one week wait is insufficient. Most companies say it will take 2-3 weeks to deliver their phones and our readers often say many company take even longer. We know that Blue Jay tries to ship its phones on the same day the order is processed, but the emphasis is on the words “try.”

Some people do live on borders of Networks providers towers coverage there of and dead zones within good coverage area.

I definitely recommend this service. I had them like a year ago and I’m getting my new Blue Jay phone next week. The call reception is awesome send text messages receive and send fast, even though they might send you a sucky phone, any phone with T Mobile will work if you were to insert a Blue Jay SIM card. I got the Samsung Keystone 2 last time I had them but this time I’m getting the Unnecto Primo I’m pretty sure. If I get the Unnecto Primo I have already unlocked a Samsung a737 so I will use that instead. Because if you get what I mean the Unnecto Primo sucks.

I am currently using Assist Wireless, but would like to leave them, since they continually play games with my data. I’m supposed to get 250 MB of data per month, but never do, and since I got this Plum phone from them, I’ve NEVER been able to connect with the internet. Their customer service reps are experts at talking their way around whatever concerns you raise when you call them, but you never get a truly satisfactory answer. However, after scrutinizing this website, I don’t see any mention of a Bluejay plan that includes any data. Do you have any Lifeline plans with data included?

I have no phone service right now I live in hawaii on trible land and all of a sudden I am being charged an extra 1.41 on my 1.00 bill when I asked why a sarcastic customer service rep. Said its my countries taxs and hung up on me this one rep. Is sending very suspicions signals they are from the philapeens office. They have been making it hell on me to use my phone they change my address so that im not in tribal land and make me go through all kinds of documents to varafie that I do live on homelands and cut my sevice off and make it so I cant use the payment service side witch means I would have to give my credit card # to them and I refuse to do that to people that are laughing and refuse to let me speak with a supervisor and keep hanging up on me for asking questions they dont want to answer. Someone needs to find out whats going on in that office I think they maybe skimming money from peoples accounts. Just because we get the service at low cost dosent entitle those people to make us feel as though were stealing it. Maybe if they gave the americans the phone jobs people could afford a phone bill!!! Whats up with that anyways? Does the president know other people in different countries are taking those jobs and why they are?? Need phone service I am missing doctors appt.because of this mess its setting me back in my mental progress please help

i got a free phone, and, thats what it’s worth!!! i took it back, she put in a dif battery, then, i used it a couple times, and ,it said low battery, so, i plugged it in for an hour, and it went black, and don’t work, same as before. can’t get thru to 611 number. i’m very disgusted with it, i wish i had;nt turned my other one, off !!!!!

You call Blue Jay and tell them to cancel it. If you don’t, if the government’s anti-fraud program catches it, you will get a letter in the mail soon asking to to tell them which of your two phones you want to keep — yours of course.

My phone was stolen quite a few months back, phone number, 787-385-**** and whomever had it kept calling my contacts and talking nonsense to them. I called your company to cancel it, which they did supposedly because my contacts stopped receiving silly calls. However they told me that i could pay $20.00 to get another phone or wait 3 months and reapply. I chose the latter because i am on a fixed income and really can’t spare the $20.00, but when I go to apply for another phone they keep telling me that I already have an account. I call your company again and they say they don’t find that number and to send you an e-mail so here it is.

My mother has not been participating in any of the government free cell phone programs since December 2013, but cannot enroll currently with any of them because there are claims that she needs her social released. I’ve tried with Safe link and Lifeline and neither of them confirm her participation. This could possibly be an identity theft, but how do I proceed? Her only income is food stamps and TANF since she did not accumulate the amount of credits to benefit from social security. Please advise. Thanks.

my friend has Budget Mobile. she likes it, but their FaceBook site has negative comments. some other site i was on had a TON of disgruntled customers.
i had Blue Jay Wireless, good website. customer service is in the Phillipines, they were just ok. i actually got a refund. they said that the free phone people were not entitled to internet access, but i think that was wrong info and a long time ago.
Blue Jay had a huge campaign up here in Waianae. it was cheaper bc i believe it falls under tribal and therefore discounted, free or $5.
sorry im so vague, it’s been over a year. i am just not starting to look around again.

No, you cannot choose. In order to be able to provide service for the low reimbursement they receive from the government, they buy up phones in bulk, as cheap as they can. So whatever they have at the moment is what you get.

Last Friday I tried to use my bluejay phone, I got the message emergency call only, I tried to call you but your offices were closed. Saturday I contacted your offices again. I was told my phone would be in service within 24 hours, here it is 48 hours latter and I still get the same message. EMERGENCY CALLS ONLY!!! i have spent hours on the phone this morning trying to get an operator. when i finally did she, you guessed it. PUT ME ON HOLD!!!! I WAITED AGAIN OVER HALF AN HOUR AND SHE NEVER CAME BACK ON THE PAYPHONE!!!
