Phone giant AT&T is ready to begin offering low-income Americans high-speed internet service for as little $5 per month.
The Federal Communications Commission just approved AT&T’s purchase of DirecTV, the nation’s largest provider of satellite-based telephone, television and internet services.
Unlike the free government cell phone program it won’t be free, but with the outrageously high expense of getting connected to the internet these days, the ultra low cost is going to make it a sweet deal. And one that will be available to millions, if not tens of millions of people.
Here’s how FierceTelecom.com described AT&T’s proposed low-cost plan for low-income Americans just before it was approved by the FCC:
AT&T plans to offer low-cost Internet service of $5 to $10 per month to lower income consumers who receive food stamps if the FCC approves its pending acquisition of DirecTV.
In an FCC filing, AT&T says that it would offer two plans for low income families. For the first plan, AT&T will provide a DSL-based service of up to 5 Mbps in its wireline footprint for $10 a month. Following a 12-month promotional period, the price will go up to $20 a month.
The second plan would address areas where it does not have the infrastructure in place to support speeds higher than 2 to 3 Mbps. Eligible consumers in those areas will be able to get a 1.5 Mbps connection for $5 a month for the first year. After 12 months, the price would rise to $10 a month.
This is surely of great interest to the tens of thousands of our readers, and we can almost hear them saying, “How do I qualify?” The answer is simple and similar, but more restrictive than the ways you can qualify for the Lifeline Assistance free government cell phone plan.
Of course, you can qualify for Lifeline Assistance by participating in a number of other federal and state aid programs. AT&T’s proposal, however, is limited to those who qualify for Supplemental Nutritional Assistance Program (SNAP), otherwise known as food stamps. The key word is qualify. You aren’t actually required to participate in the program, but you must qualify for it.
Unfortunately, these are very difficult economic times and far too many Americans find themselves qualified for SNAP. The Washington Examiner says:
Nearly 20 percent of households in the United States are enrolled in the Supplemental Nutrition Assistance Program, otherwise known as food stamps, according to the Department of Agriculture. That proportion amounts to nearly 23 million U.S. homes on food stamps … A household of three must earn under $2,144 a month, or $25,728 annualized, to be eligible for food stamps. Income limits are higher in Alaska and Hawaii. Recipient households may only have $2,250 in countable resources, such as a bank account. The Department of Agriculture expects households on food stamps to spend about 30 percent of their resources on food.
It doesn’t appear that the nation’s economy is experiencing any significant growth and that seems to be proven out by some sad food stamp statistics:
- The number of beneficiaries of the Supplemental Nutrition Assistance Program (SNAP), otherwise known as food stamps, has exceeded 45 million for 48 straight months, according to data released by the Department of Agriculture (USDA).
- In April 2015 there were 45,438,832 beneficiaries of the food stamp program.

You apply and are supposed to be approved within 5 days. 5 days later you call and are connected with a foreign country for customer service and told it will be another 5-7 days. I have applied 2 times for access and denied. I live in California and the applications say SSI IS A QUALIFICATION! But when i spoke with representatives they say one needs to be on a federal program that being SNAPP. Or a federal program in which one has a card. Why then put SSI on the applications if not true. I recently heard medical is a qualification for CA. Access program. Is medical federal? I have had internet service with ATT for at least 4 years and have had nothing but problems. We have very low speed were I live but still get charged for high speed. Now are being lied to about qualifying for a low income & low speed internet program. Why isn’t, low income enough however one has proof. ATT is a a greedy ,poor service, unjust company. Who makes billions of dollars and do not care about their customers. Something needs to be done about it.

Be very careful when it comes to At&T. I contact AT&T to see if I could get on their life line phone in my home and the customer rep. I spoke to told me that she would send me the paperwork to fill out and she told me that there was a package that didn’t cost that much that way my phone could be hooked up while I did the paperwork and send it back in. Cool, I thought it was great but I had a miss call & a voicemail from that same customer rep. telling me that she had found a better deal for me and that she took it upon herself to switch me to it. I could not get in touch her and when the phone tech from AT&T to install the phone he didn’t know what I was talking about. I received a letter from AT&T (I was thinking it was the life line app.) it was a phone bill for over $500.00. I contact AT&T. 2 letter came still no life line app but another bill. Nothing was settle and no life line. Now I have them as bad credit because I can pay the bill. One thing I am learning is to be very careful with these companies that you find under low income.

It sucks that this program seems to be unavailable in rural areas of Oklahoma where I live. I use my Lifeline cell phone as a hotspot for my service as it seems that the only internet available to me is extremely expensive satellite service, which isn’t event very reliable unless you get the most expensive package.
I live in the Grand Lake area of Oklahoma, are there any resources available to me in regards to high speed internet? I have four children in school and internet access seems to be almost required for certain school projects. It’s very expensive to lay a mile of cable, but a company can make money if they can sign up 1000 people per mile in a crowded city. I just wanted to comment that I recently signed up for this service. I did the application online and had to provide a picture of my food stamp card. Then they said I would receive a letter in the mail. Like 5 days later I got the letter to call and I called and 2 days later I received my equipment. I did not have service running to my home so I had to have a tech come out to my house. I set up an appointment for the very next day online. The tech came and had me all set up in less than a hour. I am now able to access the internet and the package they put me on is uverse 12mbps I believe it’s the max package. It works great. I have family who have uverse and they actually are signed up with a lower package and still pay more. It’s awesome because now my son can do the things he needs to do on the internet.

Oh and they do ask for your social security number to run a credit check. I think it’s more of an internal credit check. I got worried and almost hung up but don’t!!!! I have very bad credit and also owe att money and I still was able to qualify for the service.!

Oh my, the experience I had with ordering AT&T Access internet service was quite an ordeal.
I received a letter from Access AT&T a few days ago that informed me that I’m eligible for the program. I called the number that was on the letter, and that was the beginning of two and a half excruciating hours of being bounced around back and forth by the customer service reps who kept transferring me from one department to the next. The reason for all their tranferring me around is that a lot of those (outsourced) reps are not informed about the Access program, some thought I was asking about getting access to a rewards card, and other reps thought I was calling to access an iPhone with wireless service, or that I was ordering a DirectTV access pass channel package whatever. Then, when I was transferred to somebody who knew about the Access program, that turned into another hour of holds and tranfers as it took them that long to figure out that they had never wired my house for U-Verse, and then it took them another 30 minutes for them to realize that I’m set up for DSL.
I don’t have service yet; it will be up and running next week Monday – that is if they know what they’re doing.
Ugh, it is very frustrating dealing with AT&T!

You can not apply for Access at an AT&T store. It has to be done online at AT&T’s website. You can also call AT&T, and they’ll mail out an application to you. However, as I have just posted my experience on here, be prepared for the majority of reps who are not aware of the Access program. The best way to word it is to say “Access program, low cost wireline home internet service for families or individuals who receive SNAP and/or SSI benefits.” If they don’t know what you’re talking about, they’ll find somebody to transfer you to to help you.

Are the cities listed the only cities in the state that can get the internet? I live in Arkansas and if so, that those cities are the only ones eligible it will not do any of us who live in smaller towns one ounce of good! Plus, in most of the bigger cities which are the ones listed in Arkansas and I was familiar with some in other states as well and they are also larger cities. In larger cities there are many places people can go to have access to FREE WiFi. It may not be in the comfort of their own home but never the less they do have access where as in the small rural towns, such as Murfreesboro, do not have such places and if they do many of those places close very very early every day so will areas such as Murfreesboro, Delight, Amity, Antoine, and Kirby in Arkansas be able to receive these services? I could name many more small towns but I think you get what I am saying/asking?!?
I am asking because I have 3 sons who could greatly use the internet being as much of the work our kids do these days are on iPads.
I am also trying to finish my degree online after a 20 year hiatus so my entire family could use low priced internet and mine would be eligible.

I am interested in the getting wifi internet for low price or free. It has been very hard for me when I need to do searches for work because everywhere it seems they want applications in the computer. I use the library but they only provide for 2 hrs. It has frustrating because by the time u open and read about a job the time is up. We’re not sure this story directly relates to the complaints that many of our readers have made. The story says that AT&T is refusing to offer Access, it’s low-income Internet product, in neighborhoods where internet speeds do not meet FCC-mandated levels. In a way, we can actually understand AT&T’s position. We’re not saying we agree with AT&T, but we are saying that we can see the logic of the company’s position. That is entirely different than the complaints made by our readers who say the AT&T customer service reps do not seem to understand that the Access program actually exists.

Or tell them to search their own website for the words “Access from AT&T.” It’s outrageous that they’ve charged you full price for your service since April. They should remove those charges and sign you up for the correct program immediately.

ATT is a HORRIBLE company! They charge the highest rates, and constantly SPAM their ads. Consumers are being overcharged to pay for that outrageous advertising, unnecessary TV packages, multi-years contracts, etc!
Many companies offer better rates and contracts than ATT. How about finding the best alternative, and then buying service through GroupOn, etc. Where hundreds of people sign up together; when the best rate is offered?
ATT was previously known as The Bell Telephone Company, or “Ma Bell”. Until the US government forced it to STOP; as it was a grossly UNFAIR Monopoly. Which ATT still is!
ATT always seeks to overcharge and underserve! As it is doing now with NOT providing the new (SNAP) internet plans!
Again more outrageous ATT abuse! The US people own much of ATT’s “right of way” lines, etc . I’d like to see our government make them pay to use that!

I recently signed up for a free cell phone from Bluebird wireless. My income is $1085.00 a month. The next month I received a bill for my landline for $42.00 a month instead of about $10.00 for ATT Lifeline local service only.
I called ATT. They said “you can’t have both. If you get a free cell phone you have to pay full price for Land line phone service whether you want or need it.” ATT started billing me about $100.00 a month for Internet and Landline.
The net savings was ABSOLUTELY NOTHING. My Metro PCS service for my existing cell phone plus the ATT Internet and Landline service were almost exactly the same.

The key word is qualify. You aren’t actually required to participate in the program, but you must qualify for it. When I went to website my address does receive service for that program but Att say I have to be participate in Food Stamps not qualify. THE COST OF INTERNET IS TOO HIGH! I am a Kentucky Resident. My husband receives Social Security and Medicare. I have health insurance with passport through the state medicaid program. I also am a student at Jefferson Community Technical College and WE have to have internet access at home to do our homework. We have AT&T home phone with Lifeline discount. But, do not qualify for food stamps. Plus, some people in the Louisville, KY will be losing their food stamps.
I think this low cost internet service should be offered to everyone in Louisville, KY if they are recepiants of Social Security, Medicare and/or health insurance through the state medicaid program. My husband’s SS does not even cover our rent. We have more bills than income. Including, AT&T Uverse TV and Internet. It would really be a help to us if we could have our internet at the price of $5.00 to $20.00 a month. Since we are low income.

I spoke to an AT&T representative this morning. I got my bill recently, and they want to double my price for internet (3mb speed, rising from $25 to a whopping $48) now that my “promotion” is over and there are no more “promotions” available for loyal customers.
There is no higher speed available through AT&T in this sector/neighborhood. When I told the rep that I might be able to find lower priced service at higher speeds, she wished me luck. Before she hung up, she did tell me about the low-cost alternative for food stamp recipients.
After checking with the food stamps office who helped me determine my income is $100 too high every month to be eligible, I called AT&T back and told them I wouldn’t qualify for the low income version of their service (same speed I’ve been getting for years, at $5/month instead of the $48 they want now) and asked if they had any alternatives for low income people who are disabled and aren’t eligible for food stamps but ARE eligible for Medi-Cal. Landlines still qualify for “lifeline” on several tiers but no, they aren’t offering this special internet price to anyone except food stamp recipients.
I’m not sure how many food stamp beneficiaries can afford a myriad of electronic devices but I’m sure it’s FEW ENOUGH OF THEM for AT&T to push this “program” through as part of a merger deal designed to benefit mostly THEM and not the public that utilities are supposed to serve.
For those who DO qualify for this low income service, which I was reassured by the rep that it’s “just as fast” as my “OLD” service (3 mb download, .50 mb upload, which is about 3x faster than dialup) they are rolling out the red carpet for you on April 22, 2016.
To apply online (because you have an internet provider, right? It’s the first thing on your shopping list after groceries, isn’t it?) go to att.com/accessapply or after April 22, 2016, dial 1-855-220-5211. The rep said the website is already working but she isn’t sure about the phone number. I just checked to verify that the website is correct, and working — that is a YES.
The rep also said if you have a current contract, it will be “merged” into the accessapply program without you having to pay an early termination fee. Nor will you have to go without internet access to become a “new customer”. You don’t have it already anyway, right? Because you’re too busy being hungry?
It’s interesting to me that service on the lowest tier of “high speed internet” is such junk they are practically giving it away if you’re a food stamp recipient. $5 a month — I’ll bet it costs AT&T more money to process the billing every month than they’ll be collecting.
Meanwhile, I’ll be a happy Comcast customer, paying $18 less a month for speed that’s three times faster than AT&T offers for $48. I don’t know if the accessapply program has a sunset date, but judging by AT&T’s lack of willingness to retain customers I assume it does. They don’t care if you leave, either. They don’t want repeat business, and they do nothing to retain customers who have been PAYING THROUGH THE NOSE while they limp along with their limited capability. I’ve got every modem, gateway, router and cable/line associated with them at my disposal and I only stayed with AT&T because it was more convenient to not have to go through the BS of setting up a new account with a new company. Signing up with Comcast was so simple and fast I had to ask myself, “why did I wait so long to do that?”
But trust me, in 12 months when Comcast’s promo ends and there’s nothing comparable to it, I’ll be griping about them, too. For now, though, I’m happy to hit the kill switch at AT&T.

My aunt got a free phone. It was very cheap. The sim card didn’t work so I called TAG and had to pay $5 for them to Ship another and her phone still won’t work. It never has.

Try Assurance Wireless. I have been with the program since 2013 and use Assurance Wireless. Their customer service is very good, the reps are helpful. The first time I joined this program I was given a Kyocera but when I found out that they are given out smartphones to their new customers I called them and asked them why only to new customers and what about the loyal customers. Maybe because of competition they start giving out smartphones to their old customers. I live in CA and we have the CA Freedom Lifeline Plan that gives us unlimited text and talk and with the smartphone we get 500 mb data I believe that is how much date we get but I use my wifi service from my internet provider. Assurance Wireless sent me an ZTE Reef phone but I had to return the Kyocera one. This really helps especially for a senior and retired like me.

My aunt lives in Greensboro, NC in an assisted living establishment. Her food is included in the monthly cost. So WHY MUST SHE RECEIVE FOOD STAMPS IN ORDER TO QUALIFY FOR THE LOW COST INTERNET SERVICE. Her income is low and subsidized by her son to allow her to live there. If you won’t help her, where can she turn to in order to have internet service?

The article said she doesn’t have to receive foodstamps but she must qualify for them. Income must be the same requirements. I suggest if she qualifies she should get them. That’s what they are there for. People who need them

We live on my fiancée social security disability and after paying our rent and water and light bill we have a whole $100.00 left and right now we are using that up to pay for cable/internet. We need internet service in our house for my daughter who is 16 because her school thinks everyone owns a computer and has internet service at home and can go home and do homework on the computer, And I recently signed back up for school after 25years so I will also be needing internet service. I have wonderful parents who purchased us a laptop but I can’t expect them to pay for internet every month for us, and the reason w took out both cable and internet was it was a cheaper package together then by self. Is there help for just internet service I will purchase a antenna for tv to get a few stations we need to try and save some money and get my head above water. $65.00 and $5.00 to rent a router is killing me right now. My name is Susan Brooks and I am homeless in Plymouth, NH dealing with a stalking situation pertaining to the Organized Crime ring getting into the government and fcc. is there any way to access internet with out a street address? I have a small notebook tablet and I struggle with computer hacking all the time. I am at the public library now and being ear wired I am hearing that the ring is in this establishment as well.

I am curious if there have been any more updates about ATT’s merger discount plans for food stamp (SNAP) recipients. I have tried contacting ATT’s customer service about it, and the feedback i get is, they have never even heard of such a thing.
It strikes me as never having any serious consideration of implementing it, never mind who you would contact, or how to qualify for it.
ANY followup on it would be greatly appreciated.
