TerraCom Wireless is a nine-state, regional provider of Lifeline cell phones and airtime for those with low income or who are already on a government assistance program. If you are in Arkansas, Arizona, Colorado, Indiana, Illinois, Iowa, Kansas, Louisiana, Maine, Maryland, Minnesota, Missouri, Nebraska, Nevada, Oklahoma (non-tribal), Pennsylvania, Rhode Island, Texas, Washington (not-tribal), West Virginia, and Wisconsin, they can help you out.
What TerraCom Wireless Plans are Available?
The first thing you see on the TerraCom website is “Unlimited talk, unlimited text, unlimited data, free smartphones.” But we have scoured the website and we find no other reference to anything being unlimited and just one reference to the Affordable Connectivity Program (ACP). We have also been unable to find any other references to a free smartphone.
Instead, TerraCom offers a slew of really poor plans, depending upon the state you live in. There may well be other plans, but Terracom has not been very forthcoming with that information. All the following plans are completely free. And considering how little they offer in comparison to other Lifeline and ACP companies, that is completely fair. They should be free.

How to Qualify?
The qualifications to get a phone from TerraCom are the same as for the other companies in the same states. You probably qualify if:
(1) You already participate in another State or Federal assistance program such as food stamps, public housing, or Medicaid (and others).
OR
(2) Your household income is at or below 135% to 150% of the poverty level according to your state and/or the Federal Poverty Guidelines.

Many of the Lifeline providers offer plans that offer less than the 1000 voice and 4.5 GB data for their Lifeline plans. If they push the bar up to 18 GB data, some of the providers may balk at that and drop out of the program. They will say that $9.25 per participant does not cover their operating costs.

The subsidy has not increased since 2009 but they are being asked to provide far greater service to the customer. We agree that a number of providers may drop out of the program if they are forced to offer this much more with no increase in subsidy.

TERRACOM WIRELESS GIVES THE BEST EBB OFFER IN THE NATION PROBABLY! I’ve gotten it and I have helped friends and family get it several of them.
A GALAXY TAB A 8.4 INCH TABLET. They charge you only $10 and one penny copay. What is the mandatory minimum which the emergency broadband benefit program requires a provider to charge you. If you choose a provider who offers the discounted device option which is a tablet or a computer then the EBV program will also pay a $100 subsidy copay for you.
Means terracom gets a total of $110 in one penny for the tablet they give you. Tab. 8.4 inch Galaxy. 2020, but it is unused. This tablet is a 4G connectable tablet. That means it is Wi-Fi connectable like all tablets, but it can also have a mobile data plan added to it like a cell phone, so you can have internet access data in case you are in the boonies or away from a Wi-Fi signal.
THIS TABLET OFTEN COSTS $250 to $280. Look on Google Play if you don’t believe me.
TERRACOM WIRELESS ALSO GIVES YOU UNLIMITED DATA. And they charge EBB Program fund only $40, something in the till for the next guy. Some companies will take the whole $50 and give you far less data.

BUS FIRST FILL OUT A QUICK APPLICATION ONLINE FOR THE EMERGENCY BROADBAND BENEFIT PROGRAM APPLICATION ON THE USAC WEBSITE AND THEN YOU MUST FILL OUT THE QUICK APPLICATION FOR TERRACOM OR WHICHEVER PROVIDER YOU CHOOSE..
Standup Wireless gives the second best tablet which I have personally seen offered by an EBB tablet provider. A Sky Elite T8 Octa. TerraCom being the best, is much better. But Stand up Wireless Sky Elite also has 4G connectability. And it has dual SIM card slots. So that means it could have two different SIM cards by two different providers. And it could have two different plans on the same device at the same time. You would need to make certain the devices unlocked first. Although dual SIM cards can have two different providers I guess one provider could lock it. Standup also offers a NUU Tab 8, or a Vortex. Standup and one penny for their tablet which is the mandatory minimum copay fee a customer is supposed to pay although three companies may give out tablets for free, or at least an IOU. QLINK, DAILYTEL US INTERNET, & CATHECT COMMUNICATIONS supposedly give out fully free tablets. But the QLink tablet is Wi-Fi only I believe. The others may be also who knows I haven’t seen them I don’t know how much data they give.
I also have seen a tablet which is given out by TRUCONNECT WIRELESS. It was a Cloud Mobile Sunshine T1 tablet. It had wifi connectivity like all tablets, but it also had 4G connectable option. But it cost $20 copay although it was much less of a tablet than the sky Elite tablet giving out my Stand-up Wireless, and even behind the 8.4 inch tab a tablet given out by Terracom Wireless.
Like all tablets I’ve seen in the EBB program which are offered to people in Indiana, the tablets by Truconnect and Stand-up Wireless tablets are 8 inches.
AMERICAN ASSISTANCE EBB & QLink Wireless mandate that you sign up with them for lifeline program also if you want their ebb tablet and data offer. I believe this is because they have tablets which are only Wi-Fi connectable. So maybe you have to get the data added on to your phone through the lifeline program so you can tether it to the tablet because they don’t give a fixed data modem Wi-Fi plan.
Did see another tablet offered in Indiana which is bigger than 8 in. A company called TEAM MIDWEST offers a 10.1 inch Amazon fire tablet for a copay of $49.99, which is the maximum copay a company is allowed to charge a customer for a tablet or a computer, for the emergency broadband benefit program. I’ve seen about 10 or so companies which offer tablets to people in Indiana and many other states. And I’ve seen maybe four to six companies which offer computers. All tablets offers I’ve seen are new, and all computers are refurbished. Computers may require you to buy a mobile hotspot device, or to rent a modem.
HUMAN I T & PCs for PEOPLE two companies who offer computers. They charge $15 per month for unlimited data. But it may be only 18 Mbps. They may have an offer with a little faster speed for a few $ more. Since they charge only $15 per month there is $35 of so-called change left over from the $50 per month which ebb pays for your data plan. So you can use that $35 toward the rental of a modem each month. Or you can use the $35 of change from the first month toward the purchase of a mobile hotspot device which both sell. If you get a mobile hotspot device be sure to make a keychain or necklace of it so you don’t lose it theyre small.

Providers with check marks by their name offer tablets or computers. But tracfone, assurance wireless, and boost Mobile may not offer devices although they have check marks.
NOT BUY FROM A MAN WHO CALLS HIMSELF KYTY COMMUNICATIONS ALSO KNOWN AS CLEO COMMUNICATIONS. HE IS A SCAM ARTIST NAMED ********** WHO SOMEHOW FINAGLED HIS WAY ON TO THE FCC LIST OF APPROVED PROVIDERS. Search many things about many people on many forms complaining about his scam setups. He was arrested in 2018 for stealing thousands of cell phones from a former employer. He recently just paid off his fines in the Findlay Ohio court for that. He had a previous game company called TB broadband. The number he has listed for kyty communications and the address has changed. The last one I saw was at a trailer park outside of Findlay Ohio. And the company’s address was previously in Columbus ohio. He has the same Mo when he scams people including getting on to the forums where they go to complain about being ripped off and he acts as if he is a customer and threatens to sue people and he is scared some people into cowering by threatening to sue them when they complain after they have not received the laptop or tablet which they paid for months later and he cuts their communication off. Efcc or USAC has taken his sham company off of their page. But I wouldn’t be surprised if this guy finds another way to rip people off. He has also been arrested for crack cocaine so that was probably why he was ripping people off. You can go to Google and type searches like ***** ********* ARREST OHIO. SCAM KYTY COMMUNICATIONS. OR SCAM CLEO COMMUNICATIONS. No communications is the name of a legit company in Rockford illinois. But they are not an internet service provider. They are in it company. He probably use their name because kyt wise operation with shady in the beginning and he needed a name with a trusted reputation and many companies go buy a parent company’s name. American broadband telecommunications is the parent company name of American assistance. And MEC utilities is the name for the parent company of team Midwest a Michigan company.

I wrongly was cheerleading for that company early on because I didn’t know a company could be listed on the FCC website and be a fake. I went back and tried to erase it and warm people. But I promise you terracom Wireless is a legit and they gave out an incredible deal. I have studied several hundreds of companies at least a glance, but a couple of few hundred pretty deeply. The next best tablet I’ve seen is a 10 in Lenovo tablet giving out by a company named Localtel Communications. It is in Wenatchee Washington State and it serves only a few or a handful of counties. I also saw a fairly decent tablet offered by a company in New York or New jersey. The company was named Xchange Telecom. They gave out a ZTE 8 inch tablet. They also offered fairly decent smartphones although that is not supposed to be given out for the ABV program. The FCC probably was worried that companies might give out the same cheap lifelines they get out for first time lifeline phones.
A company called NEWPHONE WIRELESS gives out iPhone 6 phones and other phones which are worth around $100 when you sign up for them with ebb. But they don’t charge you a copay so technically they aren’t breaking the no phone no phablet rule. And I think phone should be allowed to be given out if people prefer to have them over town the phone’s must give out before the lifeline program aren’t great. Newphone Wireless used to offer lifeline service only for the state of louisiana. I’m not certain. Maybe they still offer lifeline only in Louisiana or maybe they have expanded. They certainly have expanded their ebb program for other states. They offer unlimited talk text and data.
New phone wireless is not charged the discounted device copay to the ebb fund I wondered if someone could get a tablet from another company like stand-up Wireless who has a fairly decent tablet but stand-up Wireless gives only 10 GB of total data for ebb even if you have both lifeline and EB with them. So I have wondered if someone should get a tablet from stand up and then switch to a company like new phone who gives out unlimited mobile data. Wondering if you could get a free tablet and then a free decent smartphone that way?
But I’ve seen several people get the first time free lifeline phone by Assurance Wireless and that was pretty decent phone. It’s a 693 unimax umxcl. The previous model supposedly had some spyware malware from China in it but I don’t think it was something with shut the phone down. But the new model they began given out last year didn’t have it. I still know people who have it over a year later. Assurance Wireless game a family member of mine a free phone although it was their second free phone. People are not supposed to get a second free lifeline phone. But I saw assurance and terracom wireless give second free lifeline phones. But the people had had their phones for at least a few or several years.
Have a deaf friend who got a second phone from terracom wireless. It was a maxwest nitro 55 q. Think that maybe is good as or maybe a little better than the unimax 693 CL or whatever the unimax phone was that Assurance gave out.
BEST MOBILE DATA PLANS BY COMPANIES WHO DO NOT OFFER A TABLET OR A COMPUTER:
WALMART FAMILY MOBILE gives unlimited talk text and truly unlimited data. They may slow your data after you use 40 or 50 GB per month. HOMER FAMILY MOBILE GIVES OUT ALSO 30 GB OF HOTSPOT DATA. That’s a lot of data to give internet data access to other phones, tablets, computers or smart TVs.
STRAIGHT TALK WIRELESS offers truly unlimited data which may slow after 50 GB is used in a month. I believe they give out 10 or 15 GB of hotspot data.
ASSURANCE WIRELESS unlimited talk text in 35 GB of data with 10 GB of hotspot data.
BOOST MOBILE gives unlimited talk text and data with 35 GB of high-speed data and 12 GB of hotspot data.

pretty bad customer service. before i ported my number i verified that my phone would work with wifi calling. its been over a month that ive had to work with them to get it working and now theyre trying to pass the buck to another team member who has always referred me to the original tech. its a small tech support team of 2 people but i still think its unacceptable for this to not be fixed after a month. i would advice anyone else to stay away

We don’t have enough details, but it sounds as if the phone went unused and was, therefore, automatically cancelled after 30 days of non-usage. If that’s the case, you’ll need to re-enroll. I had a lifeline phone with Terracom in Louisiana for over a year. The phone would not stay charged even after they sent me a new battery and had to be tethered to a charger at all times. Customer service was terrible. If I called the customer service phone number the automated system would not let me get a live person on the phone. I had to trick the system to get a live person and that was not easy. Then in Jan 2019 they simply canceled my account, no warning, no reason, just no more phone service and no way for me to contact them to find out what happened. This is what happens when the gvmnt is paying for something and have no oversight.

TerraCom has the worst ‘Smart Phones’ I’ve ever seen, there is only one and it took 3 times of returning and getting a replacement before one of them finally worked. Even then it only worked for less than a week then they wanted me to pay 70.00 for the same phone..yea, sure. I went back to the Sprint flip phone that they sent me in 2015..it still works. The brand of smart phone they sent is a Jabr box, the website for this phone has like 1 or 2 pages and only 2 phones. If you want to use a smart phone using TerraCom get one that works on CDMA

We can only assume that the phone call you received is a warning that it’s time for you to recertify. We have no idea why that kind of message would be left if that’s not the case. You didn’t say which phone number you called, but check the phone number in the article above to see if it’s the same number. If not, call the number on this page OR call 6-1-1 on your free government cell phone. That will connect you to Terracom’s customer service team.
Keep in mind that rules changes made just a number of weeks ago now allow you to switch your service to any other Lifeline service provider AT ANY TIME. My friend dealt with terracom and any time he had a problem and called them the call used his minutes and rep always promised to add min back and never did. When he recertified even though he was still homeless and receiving snap benefits they did NOT recertify him and the reason they gave was that the state of mn had not updated his eligibility which was bull cuz according to the state they had. Now I have safelink and am also in mn and I cannot get service in my apt…have to go at least 2 blocks from home before I can even get service and even then it is spotty. I recently had open heart surgery so if I need to call for help I cannot go 2 blocks away, chances are I am in serious trouble immediately! And need help now!

You’ve brought up two completely different issues, Mollie, so let’s address them each.
1. Your homeless friend – If sounds as if it’s a communication breakdown between the state and Safelink. Rest assured that Safelink wants to get the correct info from the state, because they only make money if he is recertified. Unfortunately, getting it corrected will probably require a number of phone calls to both state and Safelink.
2. Your lack of strong signal – Each of the free government cell phone companies operates on one or more of the national wireless networks (Verizon, AT&T, etc). Even those national service providers have gaps in their coverage where signals are weak. We have a friend who lived out in the country and he actually had to lean out his kitchen window to get a consistent, strong signal. All you can really do is find out which of your neighbors has a strong wireless signal and try to find a free government cell phone company that operates on the same national network. Wish we had a better solution for you.

I recently re-certified my phone and when I went to make a call there is no dial tone. I let my son look at it and he thought there was a problem with the charger, so long story short I talked to the chat line yesterday and they told me that they showed the problem is the phone is inactive! After I went through all that work and got a new phone number and everything it’s still not working, I was also told I was going to need to call customer service to re do everything that already did before. What is the problem? I thought this was taken care of! So frustrating, you ought to be on the opposite end of the deal and see how you feel.

I have dealing with Terracom for almost a year, during this year I have had to be in contact with customer service on several occasions. Without a doubt they have been the WORST experiences of my life !!!! It goes without saying their communication skills are a joke. They cannot be understood, nor can they understand our dialect. It would take three (3) & four (4) times to explain the situation, even then most times they wouldn’t understand. Time & time again I would have to call back concerning the same problem, no matter what the problem might be. The ONE TIME I did receive satisfaction over a concern the VERY NEXT DAY I was contacted & told it could not be done.
It wasn’t just my contact with customer service that was unprofessional, I constantly received text stating I was late on a payment (which I was not), that I owed amounts (that I did not) and if that wasn’t enough I was informed (after having my service turned off) that the price of my plan had gone up from $2.95+tx to $10.93+tx,with no notification.
I realize these are government phones & I pay a very responsible amount for the service I receive. However the
the frustration, THE TIME, the problems (with service & phones), makes it not worth it.
I almost forgot, you call the phone a “lifeline” which I assume means its for the elderly, the sick, maybe even the financially burden. I attempt to aquire one for my father (who has a terminal illness & I care for) it becomes a two (2) day ordeal which I have to wake a sleeping, in constant pain , ill man SEVERAL TIMES to get his consent for me to handle the application AND to have a phone that you say he has in his name WHICH HE DID NOT, AND NEVER DID, deactivated. With you asking questions like, “what was the number of the phone” had he always lived at his current address” , “how long did he have the phone”????? Questions about a phone he NEVER had. THEN they connect us to the wireless disconnect dept, WHO SHOW NO RECORD of a phone in his name, THEN to the landline disconnect dept, which ALSO has no record, back to applications where they said they would have to communicate with their “team” & would call us back, WHICH THEY NEVER DID. SO the next day I again attempt to get a phone, WAKE HIM AGAIN, (even though I told them the day before to make a note he had already given me permission to handle things)!!!!!
I will NEVER AGAIN deal with such incompetent people, service, or business. You would think that ANY business, organization, or service backed supposedly by the government would at least use real U.S. citizens, who not only be understood, but can understand the english language & knew more about their products than what is on a written script they are supposed to follow.
If there were someone or something I could go to or do in order to be heard other than a comment box I would turn heaven & earth to do it.

Please check them out for your fathers needs for I have heard great things about them and they are working together with trackfone (yes trackfone, I know it looks like I misspelled that but its fone not phone lol) and trackfone is a great company. Hello, at about the beginning of September 2015, I noticed a post on Craigslis in the south Florida section under FREE stuff. The post showed a pic of a Samsung S5 and said that the phone was FREE, and came with 1000 minutes each month for those either recieving food stamps, on disability or both.
So I called the number, with a 402 area code, I think. He asked the right questions about my situation and gor my mailing address, full name, and last 4 of my social security number. Every thing sounded the same as before when I switched my government phone to another carrier, and I was to receive the new phone in the mail in about 2 weeks. Needless to say, the phone never arrived, and when the first of October rolled around, my minutes did not show up on my existing phone with Alcatel. It’s October 4th now and still no minutes. I contacted Terracom about my phone because I was having technical difficulty with it. I talked to a representative over the phone and asked if they could just replace my phone cause of what it was doing and she told me that they couldn’t I had to either buy a new phone with them or switch to another phone I had around my house that didn’t have service with any other carrier. And I felt like if I got the phone through them then they should replace my phone with another one especially if this is a government program service. That’s why it is called a government program for low income families who are under certain government programs that qualify you to receive this free phone benefit.

Dont bother talking to Terra Com. My phone got stolen, along with my debit card with all my funds. Terra Com would not send me a replacement and bill me, would not send me a loaner, was rude, worst customer service I have every encountered. The free phone they sent in the beginning was out of the stone ages, didn’t even have a qwerty key pad. So, I bought one from them which was so highly overpriced it is criminal. Avoid Terra Com.
