FeelSafe Wireless is the brand name of the free government cell phone program offered by Air Voice Wireless. The service is available in California, Kentucky, Michigan, Mississippi, Ohio, Oklahoma, Pennsylvania, South Carolina, and Wisconsin. And the company has some terrific plans for anyone in these states.

(As an aside, we think FeelSafe is one of the best names in the free government cell phone business because it perfectly describes the idea behind the Lifeline Assistance program. The program was designed to help cash-strapped Americans get cell phones that help them stay in touch with their children and parents, help them communicate with their doctors, and help them land jobs in these tough economic times. If that’s not a perfect description of “FeelSafe”, we don’t know what would be.)

How do you qualify?

You may qualify for a FeelSafe Wireless free government cell phone if you participate in any of the government assistance programs listed below or if you have an income that is at or below 135-150% (depending upon state) of the Federal Poverty Guidelines.

  • Supplemental Nutrition Assistance Program (Food Stamps or SNAP)
  • Medicaid
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (Section 8)
  • Veterans Pension and Survivor's Benefit.
  • Bureau of Indian Affairs General Assistance (BIA)
  • Tribally Administered Temporary Assistance for Needy Families (Tribal TANF)
  • Tribal Head Start (only those households meeting its income qualifying standard)
  • Food Distribution Program on Indian Reservations (FDPIR)

Remember that you can only have one Lifeline phone per household (that includes wireline or wireless service).

    Super good deaL with 1000 mins now in Ohio vs. 300 from assurance , ( that’s VERY cheap) I can ASSURE you 300 a month is chickenfeed peanuts, so i switched to FEELSAFE to get 1000 mins , a month

    I have an AirVoice Lifeline phone I got recently in California(San Francisco). Unfortunately it stopped working because of possible Virus problem. The storage was used up. It sent me a message to Delete my YouTube App
    and when I did it would work at all. I also tried to download AntiVirus software. My Number is (415)530-****. I can’t get another phone until this one is Cancelled By AirVoice and LifeLine because of the 60 day rule. If it is Cancelled I can get another. My Name is Garey McGhie and my SS# 042-52-****. My Address is *** ********, San Francisco, Ca. 94124. I would like to keep the same number (SIM Card) if possible. I you could send another phone and Not Cancel that would be good.     Please rename the site “Paying Customer Provided Cell Phones” as there is nothing with government that is free. The fact is these “free” phones are provided via taxes and fees paying customers pay. That is one reason why as the site moderator notes in a comment that “AirVoice is a very expensive alternate to the free government cell phone program”. It’s sad yet predictable that so many people here are upset over something that is free. We dump it on the government, it becomes a bureaucracy, and the cost goes up. Where’s my stuff, man?

      Not paid by working man. The companies add upgrades that customers end up purchasing so the company in end makes more then loses plus every big name needs write offs as well. No where on our paystubs does it tax for free phones

        The Lifeline Assistance free government cell phone is paid for by a tax on every phone bill in the country. Look on your next bill for a line item that says “Universal Service fee” or something similar.

    they are bogus they only offer in person application even though iam with lifeline program and their representatives in person are only available in two of the millon cities of ca bakersfield & some other place i dont think i have heard of . good luck getting your phone or cust support when needed.

      Not all companies are statewide or nationwide, Patrick. You can hardly fault a small company for not offering service where and when you want it. We don’t wish to speak for FeelSafe, but perhaps the company has made a conscious decision to do a better job in a smaller service area.

    This is bad news! I contacted Annalisa in Michigan that Fail-Safe Wireless and she told me that our company misrepresented what we offer. Right now in California you must go to an in-person location to sign up for service even though all their ads says otherwise. Presently April 14th 2016 they only offer it in person locations in Bakersfield and Porterville

    I though this would be difficult I just didn’t realize how difficult. The best deal for me was FeelSafe BUT if you live in a rural area you are OUT OF LUCK you can ONLY apply at one of their locations, which is often a chair in front of the Welfare Office or Social Security office and because they are not affiliated with those places there is NO set time they MIGHT be at those locations and that is IF they are even present. Its rather discriminating especially for those of us disabled o without transportation, which is often par for the course considering its geared for LOW INCOME. So yeah its a “GREAT DEAL”, BUT no way to get that “GREAT DEAL” its like a nightmare and is so frustrating

      I could not use the government phone and had to find another compatible phone (Att). I called Airvoice customer service and they sent me a free triple cut sim card to use. You just need to call back for activation and you’re back to beng mobile with your new phone!

        AirVoice is a very expensive alternate to the free government cell phone program, which is why we’ve never written about it here.

        It’s best plan gives you 320 minutes for $30. You also get charged 10 cents per text, a $1 per month “maintenance fee,” and a minimum of $2.65 for calling 411 information service.

        In contrast, free government cell phone plans are FREE with a minimum of 250 minutes per month and, in some states, far more minutes.

      You are NOT alone. I’m in 29 Palms and NOTHING its the same story a “GREAT DEAL” but no way to get that “GREAT DEAL” What aspect of Low Income do they seem to NOT understand. Rural Area’s = Low income housing, affordable rents? As for transportation I again mention the obvious Low Income. There is NO store front location to apply at, and you can NOT APPLY ONLINE!! the fact they do not offer online services to apply is a MASSIVE Red Flag in my honest opinion.

      I was informed to go to either the Welfare Office (Social Services) OR the Social Security office. Here is even a greater insult AND a serious violation of the ADA these so called representatives that you MUST sign up with have NONE, NADA, ZILCH set hours, or if there is even a representative at those locations. The two locations the FeelSafe customer representative mentioned, do NOT allow any solicitors at their locations, WHAT SO EVER. I learned this after calling to try and find a good time, when the FeelSafe vendors, agents, representatives or whatever else they call themselves are present, so I can apply, that was after literally HOURS on the phone just to speck with a Real Person) ONLY to be told the strict policy of NO Solicitors, even after I told them it was a Federal Program (I was specific about the program) they knew the program, but the answer remained the same. I was also told, NO ONE, not a single single person involve with FeelSafe (or ANY other company) has EVER even been there, Oh and again NO Solicitors.

      I was told the same thing at the Social Services office, you know the ones who know ALL about these type of programs Not a single representative was or will be there signing people up, in fact I was WARNED to NEVER give this information out especially someone in a parking lot REALLY REALLY!! Do they NOT see how dangerous this is? Its a perfect way to target the elderly, disabled and low income, the information they require IS enough for Identity Theft and a whole bunch of other horrific fraud and scams. Where is the proof? No store NOTHING just someone in a parking lot who may or may NOT be affiliated One this is for sure it does NOT make me FeelSafe at all.

      I was and still am very upset, frustrated and angry. I contacted the ADA, DAV, and many other advocacy organizations, who deal primarily in these types of corporate disability violations, and for the rights of people with disabilities. I can’t help but feel violated, its a type of bait and switch. Its 2016 yet FeelSafe, who by the way offers wireless internet and data capabilities, do NOT allow you do apply online??? Um..Uh Is that logical? Do there companies get benefits for offering this service? Tax relief, exemptions etc. regardless of the number of participants? YES YES YES they do, so making it next to impossible for those of us in rural areas to even enroll is once again another corporate SLAP in the fact to the Disabled and Low Income. UNITE fellow LifeLiner’s do something abut this type of Govt business practices

          I can understand why Kelly is frustrated. FeelSafe does have one of the best plans available. They are also one of the hardest to get it seems in California. I got very lucky with mine. I was cruising craigslist adds in cell phones and found an add that said they were giving away new phones. It just happened to have a phone that looked like their service,TruConnect’s service or TAG. I wanted to try one of the three services. I was previously with Entouch. I didn’t like the refurbished phone with a batter that swelled up to extreme size. Anyways, I traveled like 30 miles to get it Red Bluff, CA. I was truly lucky. The phone I got was not the greatest Blu Dash Jr 3g but the service is worth it to me. Unlimited talk and text is worth it. So, my suggestion would be to check craigslist. I do know the frustration though. I am in Northern California and Bakersfield was so far away. Applying in person is frustrating. I just didn’t give up and I got it.

      Get this, they do NOT allow you to apply online, you must find a representative to apply BUT there is NO store location, you are told to go to either Department of Social Services (welfare office) OR your Social Security office, except they are NOT located in those offices they are out in the Parking lots……Yup lets give your vital information and documented proof to SOME STRANGER IN A PARKING LOT Also if this isn’t enough FeelSafe has no list or phone numbers to contact these roaming parking lot affiliates? No Employees? Nope. NO hours, NO phones, NO appointments? Not even a Location Sorry but this doesn’t make me FeelSafe just frustrated and appalled

    I’m in california and I would like to apply online I don’t have access to a phone. I’m 61 get food stamps and have medical receive no income I’m disabled and don’t drive. there are no dealers near me from what I can see. I’d be interested to know about becoming a dealer also.. Thank you

    Hello, from San Bernardino, Ca. and might I say ” Thank-you” for presenting this Fourem so that we can all be enlightened by each orther. Right now I am a little bit confussed and am hoping that ” here” I might be able to get some honest answers, to some really rather simple question(s) ( I think they are anyway) So here’s my delima; six months ago I applied for a cell phone at one of those Tent sites in town. I explained that ,Yes I am on SSI and I am dissabled. They asked for my Medi-cal card for “Proof” of my SSI income, so I took out my IEHP card and presented that which they chearfully accepted.All I had to do then was to wait while they set up my phone for service,was for “Verrifacation & Approval” from their main office (Accounting I believe it was) So ,in about an hour or so I was handed my new phone, and I was Very Happy having been needing one for some time, but with limited funds I just couldn’t manage it. Now all went well for about three weeks. I had given all my family and my kids “Dad’s cell phone number, and enjoyed talking to them and just knowing we could get ahold each other if needed, not to mention what a relief it was to be able to talk to the doctors office and make appointments while riding on the bus to the store or elsewhere without all the stress of waiting at a phone booth for a return call on a perscription matter.Then without warning of any kind, my phone went dead( no, I always kept it charged people…lol..) They had turned off my service claiming I had another phone already in my name. Now of course, I denied having commited any such fraudlent act and that there was an error somewhere and would they please recheck their records. Now I won’t ( I should, but I won’t) mention the name of this agency/company, but they were so very rude to me and admonishing me all the time I’m trying to exprerss my concerns of possibly being a victem of ID theft
    because about six months prior I was robbed at gunpoint and assalted physicaly (beaten) and they took my wallet with all my info and cards (including my SScard& accnt.number) and that there was a police report recorded and wittness’s also to prove my innocence of her claim.Reluncantly.. she told me it was out of her hands,nothing she could do about it now, and IF I wanted to I could reapply in a couple of months if I could PROVE I was innocent of the fraud.. Now here people (for those of you who are still with me on this) is where it starts to get a bit more confusing. I after several calls to the company am finally told that I need to speak to Calif.Lifeline because it was their decision to terminate service ,not their’s. (took me two weeks to get that info from them) So I called CA lifeline services gave them my name, and my phone number that this matter was regarding, and repeated all the info and conversations pertaining to this matter along with the police report number for the robbery, and again stated that it had to be someone (never caught either!) using my name and ID to get a phone fraudently. Well, she said, and appoligised for what had happened to me, but she knew nothing about which I was speaking of…..and their records only showed that the reason for turning off my phone was because I didn’t show proof of eligibility ( a Medi-cal card) and did’t respond to the letter requesting the proof (my medi-cal card) within the alloted time. So now I am like ..WHAT!? could you repeat that please, cause I swear you just said that their is no fraudulent charge against my account only lack of showing a medi-cal card to verify my SSI status. Again she stated I heard her correctly and accuretly, and that the “company” was indeed mistaken and that they had no right to accuse me falsely of such a thing in the first place, because they don’t do any of the authorizing or deniles anyway,and she was way out of line having done so, and I couldn’t have agreed with her more I said. So now that this dark cloud is no longer hanging around overhead, and as I watch it drift away and dry up I feel vindicated! Now my only concern left in this “tale of woe” is this; At first, I had a Medi-cal card to see doctors and any medical needs requiring payment(s) but as I’m sure a lot of you know there are quite a few doctor’s and places that don’t really accept Medi-cal anymore and so I was given the opertuinty to switch to the IEHP plan that everyone has been raving about being much better cause you can see any doctor, anywhere, anytime, for anything, for nothing at all. Its not quite all that,but its good.Now remember back when I first signed up for the phone? how I had to wait for “verifaction & approval” and it was given the go ahead and I was given the phone! So WHY I ask you, is the IEHP card (given instead of the Medi-car card) not considered proof of enrollment in SSI and the Med-ical card is. Do I have to switch back just to get a card to prove my eligability. If presented with a letter from Social Security showing my enrollment ,should that not sufice to satisfy the requirement and proof of eligabilty so that I can have my phone again? So I hope that my story will spark the attention of who needs to do what to resolve this in the quickest and quietest low profile manner to which we all are accustomed to. LOL……..I sincerly do await somebodys reply and concerns for helping me through this wee little problem! Thank-you! and just to clairify….I am not angry at anyone or anything inspite of the leap to judgement and the acrid assement of non existing fopar facts by one who probally has in fact had to deal with the same presumptions in a more accurate setting. So I guess I choose to forgive and to forget the incident because I can, now she on the other hand, ( or shall I say FOOT) is probally going to remember the taste of those ” Manola Blahniks ” she had been wearing for awhile ..sure hope they don’t leave a bad taste in her mouth…

Anyway, I read your delima and it reads like a novel you can’t put down. I just had to know where it was going to and how it was going to turn out, lol. You, my dear, should be a writer.       As long as you have an ID, proof of public assistance ex: ebt card, wic folder, or medi-cal card and the last four digits of your social you should be able to receive a phone. But I see why an address is in question as you may have approached a vender who did not have phones on hand meaning one would be sent to you in the mail…. Best choice would be to wait until you find someone with phones on hand to receive your free phone..

    Hi im writing regarding my mother’s government phone. She has a drone unnecto phone with air voice as its service. It said that she has unlimited talk and text but she tried calling out and she cant receive calls either, itsaid that she needs to refill her account.

      As long as you make at least one call every 30 days her service should remain active. Try calling 611 to check on her status

    I just tried to apply for their lifeline program on the phone, but was told I couldn’t because the website was down and had been for a month. No estimate was given for when it would be fixed. Are they required as part of this program to fix the registration process faster, or be more direct if they are stopping their program? I know they get $10/mo. per client, per month. This means that in California they’re getting this money without offering their services to new clients. Is this legal?

      They’re is more than one way to apply. You can always ask for a lifeline application from your local telephone company or cellphone carrier. Although not all companies offer it it wouldn’t hurt to ask

    I filled out paperwork to get one of your phones about three weeks ago and i never got the phone but i just found out the the girl that i did the paperwork thing through is having the phones delivered to herself and then selling them. That’s why i never recieved mine.

    All of these companies are thieves and have defrauded the US Government!
    Budget mobile gave me a bunk phone that dosnt work wit no directions. They said go online but the directions online are for a completely different phone under the same model as mine. Support is in India and they do nothing for you!

    Can someone email me info on your service. I had been with SafeLink, but all their customer service reps are overseas and difficult to understand and it caused me well other one month of stress. Now I just started with a new company Q-Link and their service reps lied to me about what I would be getting, see the ad and look at the phone???? When I rec’d the phone today, it was dirty, disgusting rubberized and looks like it had been thrown in a ditch..this IS NOT WHAT I WAS TOLD. I REQUESTED A NEW PHONE WITH A CAMERA AND TOLD THAT “ALL THERE PHONES WERE NEW AND CAME WITH CAMERAS” WELL, THIS HAS NOT HAPPENED.

    SO, THERE ARE SENDING OUT ANOTHER PHONE WITH MORE OF WHAT I REQT’D, IF IT COMES AND IS NOT WHAT I WANT, HOW LONG DO I HAVE TO WAIT TO SEND ALL MY GOVERNMENT PAPERWORK TO YOU?

    I AM 65 YRS OLD AND NEVER IN MY LIFE HAS CUSTOMER REPS WITH COMPANIES WHOSE REPS LIE AND TRANSFERING CALL TO OVERSEAS,
    WELL, BEING BORN A USA CITIZENS, I HAVE LESS HELP WITH MY GOVT. THEN FOREIGNERS. WHAT IS WRONG WITH THIS WORLD?

      They dont give out iphones they give out phones. Like when people update there phones when they are on plans they no long have a need for them other phones and a lot of places will take them for things like this, I know of a lot of people who have gotten phones from these companies. They are just tracphones you can even buy the card for them to add more mins for them. For iphones you would need to go to like At&t and sign up and pay a montly bill there.Or see if they have prepaid ones and than sign up with one of these companies to get so much off your bill.

    I’m seeking a free government phone service that provides iPhones. I know I qualify because I’m with Q Link, but the cellphone they provided me with is piece of junk. It does not serve the purpose that the Wisconsin Division of Vocational Rehabilitation and the employment specialist t work with intended. They were concerned that I was missing phone calls from employers because I do not have a cell phone. As a result of the Q Link cellphone being a piece of junk, I filed a consumer complaint. They called, we argued and did not resolve anything. I refilled my consumer complaint. The called again, we argued and did not resolve anything. They then cut me off. Do you have iPhones?

    i am on Social Security Dissability. I am completely healthy other than I have no legs, no wife, no family. I am a diabetic, and I have the in home doctor come right to the house every 2 months. I have purchased, and paying on my Cemetary plot monthly. My brother is in fact buried at the same place, and my plot is just behind him. My wife was cremated, and I hold her ashes with me. I have no other family members except a brother that hasn’ spoken to me in ten years. I am 63 years old, and healthy as I say. I do need a telephone, basically for emergency. I live with a life long friend, he is also retired. I don’t want to be buried in “Boot Hill” behind the jail. What I need is a phone to be able to stay in touch with th few friends I have left.
