Access Wireless has become one of the major players in the free government cell phone business. They currently offer the Lifeline Assistance program in Alabama, Arkansas, Arizona, California, Colorado, Connecticut, Delaware, District of Columbia, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Michigan, Minnesota, Mississippi, Missouri, New Hampshire, Nevada, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Virginia, Washington, Wisconsin and West Virginia.

If you live in one of those states, Access Wireless is definitely a company to consider.

The specifics of the Access Wireless program

As with most free government cell phone programs in most states, Access Wireless service is absolutely free if you’re eligible. In all states you’ll get a free smart phone, at least 1000 voice minutes, unlimited texts, and at least 4.5GB data. As our headline indicated, there’s even a plan that offers unlimited everything!

The minutes can be used for local or domestic long distance calling and tex messaging. There are a variety of plans, based upon your state and potentially what you are looking for. Here’s how it breaks down:

Add Minutes

If you should need more minutes (unlikely since the minimum plan gives you 1000 minutes) you can buy them at the Access Wireless website. Need more minutes but don’t have a credit card? You can also buy Access Wireless Prepaid cards at participating retailers, including Kroger, Family Dollar and Speedway.

Access explains the specifics of adding more minutes:

Adding Funds to Your Account. You must add money to create a cash balance in your Access Wireless account to pay for monthly plan options, data services (e.g. third-party content) or for wireless. Funds can be added using one of Access Wireless’ Payment methods (credit, debit, PIN or Airtime/Top-Up card). A minimum of $20/transaction is required when using a credit or debit card.  Customers can add a maximum of $100/transaction to their accounts in a single transaction to their accounts and up and until the customers total account balance exceeds $100. Funds cannot be used for any other wireless service. Adding funds through Access Wireless customer service may result in processing fees. State and local sales taxes and fees may apply when adding funds to your account.

ACP Device Discount
The good news isn’t done yet. When you enroll in an ACP plan, you get a one-time discount of up to $100 on a laptop, tablet, or desktop computer. Depending on which one you choose, you will get your device for a co-payment of more than $10 but less than $50. That’s what we call a bargain.

Who qualifies?

In general, it’s fair to say that you may qualify for if you participate in a number of the government assistance programs or if your household income is 135-150% of the federal poverty guidelines (the percentage varies by state). And ACP discounts are even more generous, allowing you to qualify if your total household income is as much as 200% of the Federal poverty guidelines.

Qualifying for the ACP discounts is even easier. The program participation with which you an qualify are almost identical, but the income eligibility is much more lenient. You can qualify as long as you make less than 200% of the Federal poverty guideline numbers.

    Hello I have an Access Wireless phone I’ve had it for probably 12 or 13 years never had no problems until the last month last month they shut down all my text messages and my ring doorbell I used to use that thing constantly and now it’s like I can’t even receive a message from my ring doorbell it says all my all my gigs or whatever and dad is used up and I mean within like a week and a half of them giving me all my monthly services it’s all right now and it’s like I don’t do anything different than I ever have and I don’t understand why all of a sudden a month and a half ago it’s just it’s all flipped and I just mean that my service is terrible and I can’t get through the customer service I don’t know what to do it’s like what company do I go with cuz this one’s terrible now and I’ve never ever had a problem I don’t know what to do anyhow thank you have a great day oh my name is my emails **********@gmail. I live in Utah

    Uh-Oh, I need to retract what I posted in an earlier comment. I was saying how I had funds on my debit card and credit card, and there was something wrong with Access Wireless online system, because it wouldn’t accept my cards. I mis-spoke, the reason their system could not accept my charge cards is because I did not have enough funds on my cards. My bank gonna send me a message days later stating, my transaction with AW was declined due to insufficient funds. I be damned. I had enough to buy their $10.00 Top-up card for 500 minutes, but not enough for the online purchase. I still believe AW has decent service, but I still going to try StandUp Wireless and compare the two carriers.

      We do not know of any plans that offer free international calling. But most companies offer “Top Up” plans that allow you to purchase a reasonably-priced international call package.

      Have you spoken to Access customer service? Some companies are more flexible than others and will provide good customers with replacement phones once per year. Others won’t. Give them a call to see what they will offer.

        Trying to exploit Americans to give you money they don’t have(which is why they are even using your service to begin with) Is a felony, and entrapment. Trying to target vulnerable people with low income and intentionally provide faulty or error ridden devices and operating systems to exploit their data while restricting their access to the internet during their own legal proceeding to determine their eligibility for other government essistance types is a felony. Doing so as a network is a felony. Trying to scam people who are already poverty ridden in an effort to “expose them” for their need for assistance is ALSO a felony and if it ends up having any effect on their children it’s also considered child abuse and neglect. Obstructing peoples access to the internet and actual phone lines in America with malicious voice over ip ports disguised as phone numbers is also illegal. And insisting someone who is pointing out your crimes against them and their family is actually just mentally ill or crazy or having mental health problems so you don’t get caught contributing to the crimes against that victim and their family is ALSO criminal and felonies in an effort to silence and further harm the victims in the matter, HOPEE THIS HELPS.

      Try the public library that may have computers for free use by the general public. You could enter his application online or print it out for him so that he can fill it in and mail it. Go the FCC Lifeline/ACP website for the PDF form.

    I tried to sign up for Access Wireless American Assistance and ,entouch Wireless but even though I am approved by Lifeline National Verifier these companies want me to send documentation proof that I qualify but there is no way for me to provide this online. I recently canceled my free cell phone services with Assurance Wireless and Safelink because the smartphones they sent all had problems and were bad quality.

      Tracfone service was bought by Verizon. Safelink uses Tracfone MVNO for its cell phone access. You should ask Verizon if they intend to switch some of the Safelink service over to their network.

      Unlikely, Summer. The program was upgraded several years ago and all phones are now smartphones. It may be possible for you to purchase your own flip phone and use it as part of your service providers’ BYOP (Bring Your Own Phone) program, but PLEASE talk to your service provider’s customer service team to make sure you understand all the details and which phones are compatible before you make any purchase.

    Qlink is terrible. You have to wait on hold for an hour to talk to a customer service representative. I purchased a phone through them and it wouldn’t connect in my area so I sent it back to them and never have received my $68 refund for it

      You have two options: First is to contact USAC.org and see if they can help you. At one time they claimed that was one of the services they provided, but many readers have told us it’s impossible. The second option is to call each of the service providers offering plans in your state. Hopefully you live in a state with few providers so your job will be simpler.     I have been struggling with one of the free cell0 by one companies for the entirety of Corona virus saga and have not had more than a thirty day stretch ( once) of service with this compny… I have lost a long time number, my social media pages due to the change in phone number, and attempted to py for a replacement phone just to receive 9ne 5hat flat out does not work worth a flip in west texas winds and pockets of lost reception always5he norm, rather than the exception… is there a 2ay to use another company, find out the options for equipment before 0urchasing, and get my old phone number back… I feel like this company systematically took away all communication from me during one of the most desperate times in My lifetime, and feel justified in their neglectful behavior.. how can I go about switching to another co.pany without any backlash and peace of mind, afterward.

    My 89 year old relative who lives alone recently was updated with a new access wireless cell phone. She is used to her old flip phone which no longer functions. The new phone with all it’s bells and whistles is overwhelming for her–refuses to get used to it. If I took the sim card out and put it in a Jitterbug phone or similar flip phone –will it work?

    An a government both phone provider charge me for a cellphone. I recently applied at a both I was approved the guy said he has this phone for $40 and up. I choose the $40.0 I didn’t have the $40. At the time he says bring it the next day. I didn’t have the money or his contact number. So he sends his wife to my home for the money, or the phone back. The next day he comes to my residence asking for the $40.00 or give the phone back is this legal? Should they use my personal information to come to my residence?

    The online application for Access Wireless for my ZIP code only gives you one plan (Both Lifeline and EBB combined) so just applying for Lifeline only was not an option. It looks like you have to complete the application form and either upload it or mail it to the company in order to apply only for the Lifeline program. Looks like the web developer for the company is too lazy to produce the other sign up options.

    I’ve noticed that many of these Lifeline providers are combining the regular Lifeline and EBB programs together in their application process. They are making the assumption that all the new applicants want both programs at the same time. But, you know what happens when you ASS-U-ME.

      Yes. I have spent hours talking with reps for the Oregon PUC, Xfinity, Access, and the Universal Service Administrative Company, which is part of the SEC. Apparently, the Access Wireless application process will ultimately result in your being disenrolled from any ACP program that you may be enrolled in (after acceptance) with another provider because you can only be enrolled with one provider, whether that provider is a cell phone provider and internet provider or any other combination of the two. So my ACP internet enrollment was ended without my knowledge or intentional consent.

    I live in Illinois, do qualify for the SafeLink Lifeline program. I have had the Services for several years.
    My question is how do I get a cell phone with at least 4G capability? I have been told I cannot continue to use the 3G phone I have.
    Please let me know who to contact since the only information I have found still only shows the 3G capable phone.

    Hi, I was told I could go to an Access wireless provider directly (like a booth/store) but the agent said I had to “look it up” as they didn’t have the information on any stores, etc. I have searched online for some kind of booth or store provider near me, but nothing comes up.       We assume you’ve been with your current service provider for more than 60 days. Good, if true because it would mean you can qualify to switch to a different service provider.     I have a brother 66 years old in a nursing home in Tenn Care Social security which they take o. I am aware of the one person per household but I read where aif in a nursing home or other group residence there is a special form that can be submitted and a phone obtained. He qualifies on income.       You are correct, John, that group homes like the one your brother is in are exempt from the one-per-household rule. Unfortunately, you cannot apply for him. We would think that the supervisors of the nursing home would know about this exemption. If you find out that they do not, find the plan that fits your brother’s needs best, call its customer service team, and ask about that exemption. Some representatives are not trained as well as they should be and may tell you the exemption doesn’t exist, but it definitely does. If that’s the response you get, ask to speak to a supervisor.     I lost my phone. I cannot find any paperwork to confirm who my provider is. I checked with both Assurance Wireless and Safelink and neither could find my information. I submitted a new application with Assurance, but I know that I can only have one provider so I’m hoping that my application is not declined. If I could determine who my provider is I would just contact them to inform them of the lost phone and request a replacement. Is there a way that I can find out by using my phone number?       This is one of those rare questions that has never been asked before. First thing you need to do is check out all the plans available in your state to determine which one will fit your brother’s needs best. Then enroll with that company using the contact info we provide.

      We honestly don’t know if a power of attorney will work in this situation. Seems like it should but some states have different laws and but we’re not attorneys and can’t give legal advice. We’d suggest that you call your chosen service provider to discuss it. You might want to ask for a supervisor because there’s another issue you aren’t aware of — you’ll need to fill out a special form certifying that your brother lives in a group home and is exempt from the “one free government cell phone” per household rule.

    I work at a hospital in an area where the homeless population is growing daily. We have many visit the emergency department just to get off the streets. We have a new program that gives them access to treatment and other resources however because a lot of them are homeless they don’t have phones. Is there a way for me to become an authorized agent to give out these phones? I would like to provide these phone so we can get them follow up appointments but they usually can’t even get to a tent so this is where a lot of their care stops. We would be able to fix some of the problems if we could hand them out here in the ED.

      There are several providers of “lifeline” services – i prefer access to assurance. Go to the assurance website. Look on the website for how to be an affiliate. Sign up to become an affiliate for their program. Or some other reference to becoming a registered service provider for lifeline services. Become a provider of lifeline services. Youll need id and financial info from the clients , just like when they register in the hospital. Check it out.

      They will each need their own individual plan, Kristine. The normal rule says “one per household,” but it has been amended to allow multiple resident of group homes such as yours to each qualify for their own phones. Check out all the plans available in your state to find the one you think works for all your residents, then call that company’s customer service team. Each resident will need to fill out a document that allows them to get around the one-per-household rule, but if you speak to customer service it should be a relatively simple task. Good luck.

    Hello, my father currently has an account already registered on AccessWireless with the Lifeline plan. However, the phone that we were using on the plan is not working and unusable. What would be the process to change the phone and receive a new functioning one as a replacement?

      Contact your service provider’s customer service team. It is likely that you will be required to pay a reasonably low fee for a replacement phone, but you can also check to see if you can purchase a phone independently and use it as part of a BYOP (Bring Your Own Phnone) plan. Ask customer service about it.

Some people can’t get an understanding that y’all are not employed by any of the lifeline providers, and so many questions are asked that only their provider can answer.     Are there any free cell services that serve rural areas? I live in a rural area on the coast in Washington state and right across the river in Oregon they are growing and expanding at a very rapid rate. We used to only get Verizon cell service and us cellular, now we have att as well and coming soon t-mobile but none of the free government phones get service here. Why is that and are they coming soon?

      Some Lifeline companies also offer other low-cost plans, but what you’re proposing generally is not possible. Check with your Lifeline company to see if it’s something it offers.     In the past four or five months I have had nothing but problems with Assurance. I have had five phones and the help I get from Assurance is not there. I either have to wait 30 or more minutes for help and then when i do get help they tell me it is my phone company’s problem and i have to contact Frontier and have them fix the problem. I call Frontier and they say they have nothing to do with these phones. I have had this last phone now for over a month and i still can’t call out, or have people call me. It is a good thing i have a Help Line other than what Assurance offers or I would be in a lot of trouble getting help here at my home. So now if possible i would like to go to another company and get another phone. I need this phone for my Doctor’s appointments, going to the store etc. Could you please help me?     Hi,
    It appears that I may qualify for Lifeline service because I have a child on Medicaid. I tried to apply for Access Wireless online through their website but the web page responded that they were “not accepting e-commerce from my state” (AZ). But they do offer service in Arizona, so I called their customer service number and the recording said I could fax or mail the application in. (I couldn’t talk to a real person without already having service from them) The problem is that I have searched their entire website (and other places online), and I cannot find a fax number or a mailing address for Access Wireless!! Am I missing it? Does anyone know where I can find it? Also, I have sent three emails over the course of a week with no response from Access Wireless. Does anyone have the fax number or mailing address for Access Wireless?

    How do I find a live representative to provide me with a free lifeline phone, for access wireless, in the 94702 area??…I understand the application process, but just need to find a rep for access wireless, I’ve seen the assurance wireless reps around the 99 cent stores, but I have never seen a access wireless rep anywhere, the Filipino customer service rep from access wireless said to go, “where a lot of people are congregating”…LOL…basically customer service from these lifeline companies really sucks because these people are not to bright…LOL…but anyways, got any advice to finding a rep in my area, the Berkeley/San Francisco Bay Area????

    Y’know, it SADDENS me that, in a nation who CLAIMS to both know and love God in the parting of their sins, there is SO MUCH HATRED, FEAR OF and JEALOUSY TOWARDS those in this nation (such as me, for instance) who often have NO OTHER RESOURCES OR RECOURSE but GOD and the Federal government. While it may/may not be true that A FEW do abuse the system of “free government phones”–an invention of the FIRST George Bush, BTW–the overwhelming fact remains: WITHOUT THIS PROGRAM, and MINUS THIS PROGRAM’S BENEFITS (of which there are really VERY FEW…I mean, C’mon Man, 1-2G of data EVEN WITH THE BEST PROGRAM, IN THIS DAY AND AGE?!?!? ARE WE 1% SERIOUS???) there would be MANY (again, I use me as an example) who could not stay in touch with family, doctors, pharmacies or transportation; heck, I wouldn’t even be able to dial out for an OCCASIONAL PIZZA minus this program. And while you think up cheap names to call me, chew on this: Solomon said in Proverbs that “He that lendeth to the poor giveth to the Lord (KJV Bible)”.     I have a friend who is conserved by Solano County and lives in a post-acute care facility in Woodland. How could I get a free phone and plan for her? By “conserved,” I mean she has a public guardian who makes all decision for her care, because she is physically disabled and has a mental illness. A phone would greatly relieve her isolation, since she is far from family and friends. if she has any income, it is low and goes directly to the county for her care.

      We are not attorneys and this is beyond our scope of expertise, but it seems to us that your friend’s conservator is the only one who could apply for a phone in her name. You have no legal standing to do it, so that wouldn’t work. If you know the conservator, you should have a conversation with him/her.

    I had signed up with this company, months ago, and I can’t remember the numerous problems I had, I think the phone didn’t work, and the company never sent a replacement despite many promises, so I changed companies. I got a different phone and also had problems (the axiom in life, is you get what you pay for so as the lifeline phones are free..) but that company was kind enough to send me a replacement charger. After many days with no charger coming, I called Access which had a similar name to the one I now use.

    When I called, the only option you get when you have a number is the voice tree, when I put in my number, the automated voice kept saying that the number was incorrect, even though I had not finished inputting the number and thought it was because it was too slow, after three tries, the recording just hung up. After this happened twice, I had to call a third time, and just chose the selection of not having a number, and I FINALLY got an operator who could not find the number either, as it turned out I had the wrong company.

    The point of this whole posting, is that this company SHOULD have an alternative if you input the wrong number or forget your number (there was NO option just to get an operator if you had a number.) Banks I use, if you don’t remember your account number or soc. sec. number will have an option to get a live operator which this company SHOULD have, whether it will automatically transfer you, if you keep putting the wrong number or give you a selection to chose a live advisor. Although I will write the company to make it easier to deal with, so you can easily get a live advisor, I doubt that they will care, even though with their government issued phones they are GUARANTEED payment, it seems they care little about servicing those customers. If you have I Wireless owned by the same company, you might have the same treatment, so beware of this.

    I have an Access Wireless government phone that is damaged and I’d like to get a replacement although I’d like to be able to buy a new one for myself is that something possible that I’m able to do it is 4 or 5 years old now and I have 750 free minutes free text and 500 megabytes of web access which ain’t enough to fill out applications please get back with me at 302 331 ****. that is the best number to reach me since it doesn’t get incoming calls and I have to turn it off and turn it back on a couple times a day just to be able to use the phone

    I need a decent cell phone. I have one that’s a P.O.S, from QLink, ZTE. Battery overheats, not enough memory. I’ve called them repeatedly, even emailed the main office. Got no answer from the main office, via phone I got told that I would have to buy the replacement parts myself. I’m a senior, on a fixed income and disabled, and I get ebt . I can’t even make a call, basically it’s a glorified paperweight. I need more than 8 megs of memory. Can u help?

    Hello. I have come to this site because I have been having real issues with my “free” cell phone. For over two months I haven’t been able to access my voicemail. I have spent hours and hours trying to get this fixed, and still have no access to my voicemail! After several hours and many phone calls, Safelink told me that my phone was bad, and they sent me a new phone. The new phone won’t let me into my voicemail! Several more hours on the phone with Safelink, calling from a different phone, turning on and off at least a hundred times–you name it, I’ve done it.

    My question is this: Is there somewhere that I can go in order to complain about my carrier? About the fact that I can’t get into my voicemail? What should I do from here?

    Which lifeline providers allow you to bring your own phone . The GTE phones are cheap and do not work all the time . They have a mind of their own . A lot of lifeline users actually do rely on the phone as a lifeline due to health problems and it’s pointless to have a phone that doesn’t work half the time .

    I just moved from Colorado to Chicago and stay with my daughter from retirement. I had the Qlink free cell phone and thought it was in Chicago. Best cellphone plans! Will Qlink be in Illinois soon? I keep in touch with my grandkids in Colorado by phone and exchange pictures by text and not allowed social media yet. I prefer an all unlimited plan and a small monthly payment. I early retired due to health issues and have a small monthly check. I hope the ones already in Chicago can do as well as Qlink or have Qlink in Chicago soon.

    my cell phone provider said I am blinded to them and cannot switch to another provider. I don’t see that i thier policy rules, He stated that if I cancel my subscription ,I will not be able to switch to . is this true ?

      The rules of the Lifeline free government cell phone program are set by the Federal Communications Commission, not by the individual cell phone companies. If you have voice and text service only, you can cancel your account or switch providers after 60 days. If your plan includes data, you can only switch once every 12 months.

        Thanks for the information I’m a newcomer to this I am disabled and I’m waiting on my disability claim to go through I have severe emphysema and chronic bronchitis and copd plus moderate congestive heart failure. I’m glad I never got a phone from a guy or Lady set up in a booth. they was one who would set up across the street from the department of Human services but everytime I would have a appointment with Human services they would never be set up.

      We completely disagree, MacMan. Competition is what drives companies to offer better plans and better phones. If everyone offered the same plan, they’d all be offering the same 250 minutes per month plan that was offered when the Lifeline program began. We suspect that you would be unhappy with 250 minutes per month.

        Actually, it’s very easy to get somebody that represents Access Wireless on the phone. All you need to know are the tricks to do it.

        First, you can’t dial from your own phone that has service with Access Wireless. If you do that, then you’re right, you’re not going to get through. You need to dial from a separate phone.

        Once you get past that hurdle, then you should be able to get through by mastering the tricks of which buttons to press at the prompts. I’m not going to go through the correct flowchart here, you can figure it out. I’m not going to hold your hand, trial-and-error like I had to do. But I’ve shared with you the biggest secret, which is to use a different phone to call.

        They outsource to a call center in the Philippines, which will then present you with another new hurdle and yet another level of frustration.

    I have been trying to get in touch with Access Wireless about my 500MB Data. I have not been able to use my
    internet or wifi on my phone. it keeps saying that I am out of balance, which I am not .I only used 129MB. My
    limit is 500MB. I am about to drop this service due to the I am not receiving what I am suppose to be getting. Also, I am in need of a new phone, this one seems to be acting up, there’s a real possibility the battries going out cause it needs to be charge to often.

    access wireless sent me a refurbished samsung glaxy2..the cell would never call 611 customer care and it wouldnt make calls most times.it took them 3 times to send envelope.i was told that i would receive a same quailty of smart phone.they send me a kyocera miliano android 2.2..i have already have 2 of these cell.because i was with i wireless kroger.the cell is like 6 yrs old.i have messages that they would send same type of cell… i am just gona see q link smart phone is about. then if i get a shitty cell .i am going to assured wireless.they have virgin moble smart phones u can buy and use on life lie…access wireless pisses me of cause i have over 2000 minutes.but a smart phone that i can use apps .access wireless is a bottom feeded of the life line programs..sorry to long.

    My access or lifeline phone was stolen/lost, I contacted the number to report it lost on the 7th, through the automated machine, my phone is no longer in service I have called to check, but I am unable to sign up for any other lifeline until December for some reason and other lifeline provider shows it is still active, how long do I have to wait to get another lifeline phone once I reported it, is there any access wireless tents set up around or in mesa where they can help me since I was using access before? Possibly help me get another phone?

      You asked a lot of questions, so let us answer them one at a time:

      – We assume you cannot enroll with another company until December because the anniversary of your start date is December. According to new Lifeline rules that began late last year, Lifeline customers can only switch service providers once every twelve months.

      – That means, unfortunately, that you are stuck with Access, which makes it almost impossible to speak to a live phone rep (according to our readers). Unfortunately, we do not have a magic way to contact customer service. The best we can suggest is that you call the “Existing Customers” phone number, which is 866-594-3644.

        The FCC said I need to look into getting a replacement device and have called that number there is absolutely no way to reach someone, isn’t there federal regulations around this that make it so access has to help me get another device or what? Do I just complain to FCC since I can’t get a device or contact anyone with any of the access numbers and accesss is required to provide me service until December and I have no access to service?

          It really is outrageous that some of the free goverment cell phone companies make it all but impossible to speak to a live rep. We honestly do not know what the solution might be, but in addition to making complaints to the FCC, you should also complain to the USAC, the Better Business Bureau, and perhaps most important, to your state’s public utility commission.

      First things first, Donna. This is a public forum and you put far too much personal information in your comment. Please be more careful. There are unscrupulous people out there who would use all that info to commit identity fraud.

      Many readers have complained that it’s impossible to get through to a live rep at Access, but that shouldn’t matter in your cased. All accounts are supposed to be cancelled if the phone goes unused for one month. Even if the thief who stole your phone continued to use it, it would have been cancelled on the anniversary of your start date because the thief could not recertify without your personal information. In other words, your account was undoubtedly cancelled long ago.

      That means you are free to re-enroll with ANY Lifeline free government cell phone company doing business in your state. You can find a complete list of those companies here:

    My old phone’s battery died,and i was having problems with it anyway,so decided to spend $20 for a new one…went to access website to buy,but they wouldn’t process purchase,insisted i call 800 number(god spare us,trying to communicate w/barely fluent english speaker 1/2 way around the world….she asked why i wanted to BUY a phone,said i get a free replacement after a year,so they sent me one..THIS IS ABSOLUTELY THE WORST PIECE OF CRAP……just now i went on u-tube and see people getting free phones with touch screens!!!! Why am i living with a mentally ill phone?

      The thing you complain about is one of our pet peeves with the new regulations that govern the free government cell phone company. New customers all get free smartphones, but existing customers don’t. It’s completely unfair and kind of a crazy way to do business.

      There is a way around the system, however, Jack. If you’ve been with Access for more than a year, you are eligible to switch to a different service provider. Of course, when you enroll with a different company, you will be categorized as a new customer and, therefore, eligible for a smartphone.

    I am disabled, and because I was previously self-employed, but went back to college at age 50 to acquire an degree and paralegal certificate to find regular employment. When I graduated near the top of my class at age 54, I could not find a job! Apparently, not having experience and being over 50 is a negative that far outweighs high GPA.

    . Why, at my age I thought I could get a decent job over the age of 50 with 14 years of successful business management is beyond me. I believed that Equal Opportunity would happen. in an age where employers are trying to avoid paying health insurance by keeping their employees right on the edge of the full-time employment threshold to avoid having to provided insurance, I was insane to think I stood a chance.

    Older workers have higher risks of potential health issues, so why would any employer want to hire someone older, and maybe more competent when they can get a healthy, younger and cheaper person to insure as a full time worker? My faith in the willingness of people to hire qualified, persons and provide health insurance to the over 50 crowd was vastly over-estimated. However, it is an accurate assessment, and legally they will never(and can’t) admit that is part of their consideration.

    Since then, I became ill, and have become completely disabled. I can not get SSI because I have over Two Thousand dollars
    ( $2000. 00 ) in a small retirement fund that I am barely surviving on for now and living below the poverty line. I cannot get Social Security disability because,job market was apparently saturated in 2012, and as I said, I over rated the “equal opportunities.” I cannot get social security because I am only 58, and wouldn’t get enough from my earnings I made prior to my self- employment to survive on anyway. the only public assistance I have applied for is Medicaid coverage, because I am disabled.

    We are the throw-a-way society. Of our worn or outdated possessions, and of our less than useful senior citizens. I must salute any society that respects their elder citizens. I wish ours did. May God help you if you are disabled, especially as an older America who is too old for most help and too young for Social Security. It is a shame that it is likely I wont live long enough to even collect social security.

    I sure wish we could benefit from some of the programs out there for low income FAMILIES. I believe it would be an act of kindness most of us in poverty and who are too old or unable to work would cherish. Perhaps we deserve nothing, because we wont grow up to contribute to society, but many of us have contributed to society, and to charities, and have volunteered our time to help others in our lifetimes, some more than others, but we have.

    I would love nothing more than to be able to work and to give to others again. Being disabled and broke is a terrible way to live.

      It used to be that free government cell phone accounts were canceled if they went unused (no phone calls nor texts sent/made nor received) for 60 days. Now that has been reduced to 30 days. So it sounds as if your account was canceled due to non-use.

      Since your account has been canceled, you’ll need to re-apply with any company offering free government cell phones in your state. You can find a complete list on this page:

      Check them all out carefully to make sure you apply for a plan that’s best for you (most minutes, most texts, most data, smartphone, etc).

      All Lifeline companies are supposed to offer smartphones to all new customers (as of December 2, 2016). But you’ll need to check with each of the companies before you enroll to find out if you can get a CoolPad.

    Access Wireless is a company located in the Philippines and there warehouse is in Kentucky. I’ve been having my phone for about 2 yrs now and just recently I’ve been having lots of issues with them. According to a supervisor at Access Wireless they do not have the capability to contact or make any notation of customer request. I was sent a replacement phone that does not work and is refurbished. The battery only last 2-4 hours and the touch screen gets stuck. I did all the prompts they asked me to do which was ##72768# and also performed a factory reset and the phone still doesn’t work. I’ve had this replacement phone for 2 days and they still are unable to tell me why my phone can not connect to service. Which is another issue im having with the phone. You will never be transferred to anyone in the United States even if you request to. I would not recommend Access Wireless!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! The phone number I dial to speak to someone is 866-594-3644 option 5 then option 9 followed by promps.

      We’re unfamiliar with Wink cell phones, Sissy. But it sounds as if you need find out about upgrading to a smartphone, which should allow you to play games. Contact your service provider’s customer service team to find out what it would cost. They are usually pretty reasonable.

      As an alternative, you could also switch service providers (as long as you’ve been with your current provider for 12 months or longer). All new customers get free smartphones.

All you can do is go to customer service or tech support to solve your problem. You’ll need to go to the Access website and find its online email form in order to communicate with the company.

      You’ve caused yourself a bit of a problem by forgetting who your service provider is. If you had your phone, you could call 6-1-1 and your service provider would answer. Since you don’t have it, your only option is to call each of the free government cell phone providers in Illinois. Luckily, Illinois only has five providers, so you’ll only need to make five calls at most. Just call each of them and they’ll ask for a little basic information which will help them figure out if you are one of their customers.     I recently had to place my elderly aunt in a facility in Florida. This is very challenging since I live in Arizona. My Aunt is below poverty level bringing home $1200 per month, currently she is waiting for Medicaid to apply a waiver which will allow her to move to an assisted living. My aunt is staying in a rehab as all of this transpires. The question I have is, are there phones with large numbers, easier for the elderly to see. I know the saying “Beggers cannot be choosey” lol.     Having an issue with all tel wireless. Trying to cancel my account… There’s only one phone number and all it does is offer details on cable or phone offers and an occasional cruise.. Verizon wireless bought them out 2 years ago. And they still have no access to turn on or off or even buy more minutes..

    I have had Access?Assurance Wireless for over a year and it seems like every month around the 6th I suddenly can’t make or receive calls or texts. I’ve called about this several times and one of the most helpful answers I received from a tech support person was that problem was caused by a glitch in the software system that stopped service every month or so for as long as two days. This interruption of service is very frustrating because I am disabled with limited mobility and my cell phone is my only contact with the people in my life. How can this interruption of service be kept from reoccurring over and over?

      It’s impossible to tell what kind of phone you’ll receive, Tasfia. Phones are given out randomly, so you will probably receive a different phone than the people who sign up before you and after you. Not all phones are compatible with all networks, so you need to check with Access tech support to find out if the phone you have is compatible.

          There are only a few ways to guarantee that you get a smartphone, Tasfia. (1) Pay a relatively small fee to upgrade to a smartphone, (2) Sign up with Q Link if it is available in your area because they are the only company we’re aware of that now guarantees all new customers smartphones, (3) Be a Safelink customer in California, because they all get smartphones, or (4) Wait until December 1, 2016 when all Lifeline companies are supposed to provide all customers with smartphones.     The simple answer? If you live in California, yes, you can get a smartphone from Safelink. If you live anywhere else, the answer is, unfortunately, no, you cannot get a smartphone.

    Safelink, however, on its website DOES NOT list CA as a state that it provides ‘free Governmemt cellphones’, (Obama phones) to. .
    So, does this mean that Safelink does do business in CA, but simply is not in the Obamaphone market here??

    Apparently there is no assistance for the elderly and Veterans who get their presrciptions, medical reports, appoinment confirmations, etc and health records maintained on line for caregivers. We need the internet. We get a set price and they go up on us every other month and set a time limit to go up again when our time is up. They promised us free wifi signal is so weak it rarely works and our blast internet speed is not always sometimes it turtle speed, and it isn’t our equipment creating the problem. We are also penalyzed for disallowing them access to our account so they get the monthly payment. We did that once pay ment for one month was taken out 3 times. That was never resolve. There are more problems I could mention…WE need not just want the internet. The fees are way to high.

        Success! I facebook messaged i-wireless and got this “Please call 1-866-594-3644. Please press 3 for the service menu, 9 for customer care, and 1 to speak to an agent.” I don’t think those exact prompts worked but I was able to put in a request to port my number from Verizon.

    For anyone that wishes to Apply online: I was on a page for Access wireless and saw a large number of states in alphabetical order but didn’t see California so I went to click on the application link (to see if they still operated in Ca) and after filling out the zip code was informed that: ‘Congratulations, we offer service in California. If you are interested in applying for California LifeLine service provided by Access Wireless, you can visit one of our community outreach events throughout the greater Los Angeles, San Diego, Sacramento, Oakland, Stockton or San Francisco areas or at select Food4Less store locations’. – I also found another application page that showed that a person could visit one of 3 locations (they all are 130+ miles from me) as per their message on the page: ‘To apply for the California Lifeline Program, please visit any of the following locations’ although they list addresses so I don’t know if they can be mailed however sending my personal information to an address and person I don’t know is not the way I personally wish to start doing business with a company and if it’s this hard to start service with a company I don’t wish to look any further into how their customer support is, which is unfortunate since it might be good.

    Can I terminate Lifeline service with one carrier and re-enroll with another without penalty?

      First, yes, you can terminate your Lifeline service with Assurance (or any other service provider) as long as you’ve had your account for at least 60 days. Here’s an article that tells you how to make the simple switch to another service provider:

      In answer to your second question, you may be able to use another phone, but it depends on the make and model and whether it is compatible with your service provider’s network. Since you haven’t chosen that other provider yet, and since we don’t know which make and model you use, we cannot answer your question. However, you strongly recommend that you discuss this question with customer service at the new provider you choose BEFORE you enroll with anyone.

    I am independent provider to help 2 deaf consumers with low income include food stamps and medicaid.. I have heard of this free phone but this is not accessible for deaf community that they send flip phone that they are having trouble with flip phone.. only keyboard on phone like smart phone to add video phone on their phone.. need unlimited texting.. not need min phone for deaf people to use voice.. there is no way for them to make calls thru voice.. THEY ARE COMPLETELY DEAF..

    I’m in a situtation where I’m 81 y/o lost my husband of 42 yrs to cancer. And getting help to pay my medicare. I do have medical problems that would benefit me to have a home contact phone.
    If it is possible, how would I go about it?

      Here’s the problem, Lynne — home phones are part of the Lifeline program, but they are not free. Instead, you’ll be charged the regular price minus $9.25 per month. Cell phones, on the other hand, are completely free.

    I am interested in Access Wireless as my vendor after qualifying for this program and I have an important question, but I cannot access anyone to speak with at any of the access phone numbers.

    Does anyone have a phone number for Access at which I can speak with a LIVE representative, or even an online chat customer service rep?

    Or…can anyone tell me if they were able to port (migrate) their current cell number to their new Access Wireless cellphone?

    Thank you. This is very frustrating as I’ve been trying for the past hour.

      Congratulations, John! You win the prize for being the one millionth complaint about how impossible it is to reach Access Wireless. (Unfortunately, the only prize is an incredible sense of frustration.)

      It seems that there is only one way to reach Access customer service and that is via the email form found on the company’s website.

      But we can answer your question. Yes, it is certainly possible to port your current number over to Access. Just make sure you tell the agent that you want to “port over your old number.”

      But with all that being said, and considering how impossible it is to speak to an Access agent, do you really want to make Access your new “service” provider?

    Right now I have budget mobile and custom is horrible. They did dome upgrade and I didn’t get my mins for the month. When I did get them then my text stopped working. What towers does access wireless use in the Phoenix AZ are. Do you use Sim cards in your phones. All my contact info is on my Sim card.

    I was originally with Qlink wireless and I was robbed while in Chicago Illinois for my mother in law’s funeral. I’m unemployed and don’t have money to buy a phone. I applied to Access Wireless so that my Qlink account will switch over seeing as how I don’t have money for a new phone with Qlink Wireless. When I asked to Access Wireless the first time I used my birth certificate as a form of I.D. My application was denied because I am legally still married and my last name on my EBT card didn’t match my birth certificate. I followed the link and again I uploaded pictures of my birth certificate, EBT card, and medical card along with my marriage certificate. Now, I don’t know what’s going on with my application. I’ve tried doing my application all over again but I was denied (I guess because I already have an application with Access Wireless on file). I was given a number to call but it didn’t help out much. The representatives online didn’t help much either. Now what do I do?

      That’s a difficult question to answer, Michael, because Access does not make it clear on its website. In fact, if you use the website’s search box to look for the word “cancel” it tells you there are zero results.

      First thing to try: Go to the website and click on “Customer Support” and then on “Contact Us.” That will give you a phone number to call. But many Access customers have told us it’s virtually impossible to get a live customer service agent. Give it a try. Maybe you’ll get lucky.

      Second thing to try: On that same page you’ll find an email form. Fill it out, telling them that you want to cancel your service and see if you get any results.

      If neither of those things work you have a couple other options. (1) Turn your phone off and don’t use it for 60 days. That will, theoretically, automatically cancel your service. (2) If you are anywhere near your anniversary date, do not re-certify your account. That should also cancel your account.

Contact your service provider’s customer service department, tell them you want to transfer your Lifeline subsidy to a cell phone account, and make sure you tell them that you want to “port over your phone number.” That “should” work.

    Try and find place to buy minutes to add to phone. I’ve been trying for a week. Still out of minutes till next month.
    I sit on hold w doctors and etc… No way to get more min and only text for two more days. Debit card doesn’t work online.
    So beware.

      Don’t even bother attempting to call the Access phone numbers because countless readers have complained that it is absolutely impossible to get a live representative on the phone. Instead, you need to send them an email on the company’s own email form found under the “Support” link at the top of the page.

      However, there’s another way around your issue. If you’ve had your phone for more than 60 days, could switch service providers. That will get you a new phone and automatically cancel your old service. Switching providers is pretty simple and you can read more about it in this article:

      Here’s what it says in the Terms & Conditions on the Access Wireless website:

      “For incoming calls answered, you’re charged from the time shortly before the Device starts ringing until you press “End” or the network connection otherwise breaks. You’re charged for the entire call based on the rate that applies to the time period in which the call starts. However, the types of charges actually deducted from your account balance will vary depending on your Service.”

      In other words, yes, incoming calls are charged against your minutes.

    I have been an Access Wireless customer since October of 2015. I can say that this company gave me life, not having to worry about a phone bill while I attend college. Also by being the only government cell phone company to have android smart phones. I started with another service that gave me a 4″ x 1.5″ cell phone with buttons that extracted minutes for EVERYTHING!!

    Being able to still text when I run out ofinutes with Access, as well as, having a phone where I don’t have to put on glasses to read the screen is wonderful.

    $100 refer a friend bonus? Wow! Didn’t know about that. Extra income is always good. Especially as a struggling student.

    Refer somebody, get some extra change, make a financial difference for yourself while helping somebody else out in the process.

      Sorry, Richard, but you can’t cancel your account by leaving a comment on this website. You must contact Access. We know they make it next to impossible to speak to a human, but that’s your only options.

      Well, actually, it isn’t your only option. You have two others: First, you can shut your phone off so that it neither sends nor receives any calls or texts for 60 days. Your account will be automatically cancelled. Second, if your account is near its anniversary date, you can simply choose not to re-certify and that will also automatically cancel your account.

        You have several options, Tricia. First of all, you should know that many readers have complained that it’s impossible to get a live person when you call Access customer service. So your best bet is to use the email form on the company’s website.

        If that doesn’t work, you can always shut your phone off for 60 days so that it neither sends nor receives any calls nor texts. That will automatically cancel your service.

        If you’re anywhere near your anniversary date, you can simply not complete the annual recertification process. That should also automatically cancel your service.

      First thing you need to do is realize that we are not Access Wireless. We are an independent website that’s not affiliated with any of the free government cell phone companies.

      You should call the Access customer service team (or email them) to cancel your account. Alternately, you can just turn the phone off for two months so that it neither sends nor receives any calls or texts. It will be automatically cancelled in two months.

      Or if you are near your date of re-certification, just don’t recertify and your account will be automatically cancelled.

      We doubt if even Access Wireless knows where it’s booths or tents will be set up, Asia. Most of the vendors who distribute free government cell phones for most of the companies are independent reps who set their own schedules.

      We suggest that you apply online or by phone. You’ll also lessen the odds of fraud by applying either of those ways.

    To everyone trying to speak to a live person for help with your phone, you can call 1-866-594-3644. When prompted to do so press 0, then 5, next 9 and last 2. That’s how I get through but I must warn you that if you are trying to get a new or replacement phone the wait is extremely long. I have been waiting since the end of January. So good luck and I hope this info is helpful.

If we were you, we would call Access customer service and threaten to report them to the FCC and the USAC. Perhaps that will get you a phone a little quicker.       The free government cell phone program is only available to adults, Sandra, so your application is being rejected because he is under 18.
      You said that you were also rejected. Do you already have a free government cell phone? Only one account is permitted per household.

      The single most common complaint we receive from Access customers is that it’s impossible to get through to a live representative. Oddly enough, here’s what the Access Terms & Conditions says about your damaged phone:

      “If Your Device Is Lost Or Stolen. Call us immediately if your Device is lost or stolen because you may be responsible for usage charges before you notify us of the alleged loss or theft. You agree to cooperate if we choose to investigate the matter (provide facts, sworn statements, etc.). We may not credit or refund any account balance if you choose to terminate Services as a result of loss or theft of your Device. If you do not either activate a new device or notify us that you have found your device within 60 days of the suspension of your account, your account will be deactivated, we may assess a charge equal to the balance in your account (which is not refundable), and, if applicable, you will lose your phone number.”

      In other words, they want you to call them, but you can’t get through to a human being. An annoying paradox, isn’t it?
