If you’re a reader of this website, you’re probably familiar with all the ways to qualify for a free government cell phone. Or at least you thought you knew all the ways. Let’s do a quick review of the ways most people qualify:
- Annual Income under minimum set for state
- Bureau of Indian Affairs General Assistance
- Federal Housing Assistance (Section 8)
- Food Distribution Program on Indian Reservations
- Food Stamps (SNAP)
- Low Income Home Energy Assistance Program
- Medicaid
- National School Lunch (free program only)
- Supplemental Security Income
- Temporary Assistance for Needy Families (TANF)
- Tribally-Administered Temporary Assistance for Needy Families
But what if you fall between the cracks and don’t participate in any of those state or federal assistance programs. Are there any additional, little known ways to get a free government cell phone? Well, of course, there are. Otherwise, this would be the shortest article in the history of this website.
Turns out that many states offer their own unique public assistance programs and if you participate in any of them, you will also qualify for that cell phone. Here’s a quick, state-by-state summary of other state assistance programs in which your participation means automatic qualification for the free government cell phone program.

Contact your service provider’s customer service team to discuss a replacement phone, James. Expect to pay a reasonably small replacement fee.

Debra Anderson says
Have the guidelines changed since President Trump raised our social security this year? I have an income of $1,366 per month or $16,392 per year, which is only 3 lousy dollars over for the entire year what the calculated amount is? So could these poverty levels have increased thereby including me with a free cell phone? Or would being in an apartment with government assisted senior housing also qualify a person? Also in 2011, I was determined to be disabled and placed on Social Security Disability at that time. I am now 66 years old and not entirely sure if it is still called disability.
Free Government Cell Phones says
The income guidelines change annually no matter who is president, Debra. You didn’t say which state you are in, and the qualifying income differs from state to state, so it’s impossible to answer your question accurately without that info. However, you should take a look at our “Do You Qualify” page to get the latest, most accurate information on how to qualify. Here’s a link:

State programs have been eliminated (except for six states that received temporary reprieves of three to twelve months), so you probably do not qualify with participation in that program. However, there are lots of other ways to qualify. Check out how to qualify here:

Free Government Cell Phones says
Do you think this phone model does not automatically display minutes like your previous cell phone? Or do you think it is broken?
Steve says
Phones that don’t show your minutes, the service your with may offer in the (611) menu options to check your minutes and re-charge date, or however you contact customer service of the service your with from the Phone.
I know mine is like this with the Logic M5 and even moving to an unlocked Phone with them. The 611 has a menu item options for just that of checking your remaining minutes.
Usually logging in to your online account can offer such information as well. Have you tried that, your online account of the Lifeline service provider your with can show you many things about your service and use.
Would be nice if they offered short code as well to find out this information of remaining minutes.
FGCP might want to offer such information of “short code” in their break down of these Lifeline providers, granted more than one is to offer such information and the service.

Clara says
Are there plans of the free government cell phones being offered in Montana??
Free Government Cell Phones says
Several companies’ websites indicate that they have plans to enter the Montana market, but we are unaware of any timeframes, Clara. (NOTE: FreeGovernmentCellPhones.net’s editor was in Kalispell recently to visit relatives. Everyone in the office is getting sick of hearing him carry on about how beautiful the state is.)
Clara says
I’ll keep watching the web site for Montana – it looks like we’re about the last state to get into the program…??? It is beautiful here and as with most states there are the pros and cons that come with it but more things to keep us here. I happen to live in the Bozeman area so definitely like Kalispell a beautiful place. A lot of areas for your staff to visit and have a fun relaxing vacation.
Free Government Cell Phones says
Yes, you’re right. Montana is just about the last state to join the free government cell phone program. We’ve asked several Lifeline companies why Montana hasn’t joined the parade, but no one seems to have an answer. There are a few very small programs targeted at Native Americans, but none of the large, national companies offer phones in Montana.
Editor’s Note: Bozeman is beautiful, too. What a great downtown. We spent the night there on our drive to Kalispell.
stacey mogoa says
what is the customer service number for safe link?

The customer service number for every service provider is the same: 6-1-1.
Steve says
Hi FGCP,
Will this still be the case for (these States) as well as the Lifeline program as a whole after Dec. 1 2016 ?
Lifeline Eligibility via Participation in Federal or State Assistance Programs – Important: Each state has the option to allow eligibility based on some of their own state assistance programs.
◾Supplemental Nutrition Assistance Program (Food Stamps or SNAP)
◾Medicaid
◾National School Lunch Program’s Free Lunch Program
◾Supplemental Security Income (SSI)
◾Federal Public Housing Assistance (Section 8)
◾Low-Income Home Energy Assistance Program (LIHEAP)
◾Temporary Assistance to Needy Families (TANF)
◾Bureau of Indian Affairs General Assistance
◾Tribally-Administered Temporary Assistance for Needy Families (TTANF)
◾Food Distribution Program on Indian Reservations (FDPIR)
https://www.freegovernmentcellphones.net/basics/qualify
This was the case prior to Lifelines Modernization Order 2016.
So could you clarify please-
I mean with the rule changes in the 2016 Lifeline Modernization Order, 2016 Lifeline Order.
http://www.lifelinesupport.org/li/tools/rules-orders/2016-lifeline-order.aspx#eligibility
Eligibility Streamlining – the Order streamlines eligibility for Lifeline Program support by limiting the eligibility criteria, in essence the term and meaning of streamlining…
In an effort to increase efficiency and improve the program for consumers, carriers, and other participants, the Order streamlines eligibility for Lifeline Program support by limiting the eligibility criteria to:
SNAP,
Medicaid,
Supplemental Security Income (SSI),
Federal Public Housing Assistance,
Income-based eligibility, and, additionally,
The Veteran’s Pension or Survivor’s Pension benefit.
There are no changes to the eligibility criteria for Tribal programs.
Thanks, Steve
Steve says
So with the elimination of some Assistance Programs it becomes an Income-based eligibility now for those folks – Right?
Steve
Free Government Cell Phones says
Well, essentially, Steve, it’s always been an income-based program because many of the state and federal programs that allow many consumers to be eligible are, in one way or another, based on income. As we said in response to your previous comment, eligibility programs are being narrowed in some ways, but broadened in others. We can only wait to see how it shakes out after the rules go into effect, but we’d guess that it all evens out in the end.
Steve says
Thanks for your answers FGCP.
To me, in just a general observance of the Streamlined programs that are in (or continue on) come Dec. 1 2016 – they seem to be more in a long term nature that people will be and stay active in them. With the economy doing better (so say some) and SNAP Employment Requirements not being waved anymore, I hope SNAP don’t get hosed some time in the future.
An ABAWD is a person between the ages of 18 and 49 who has no dependents and is not disabled. ABAWD stands for Able Bodied Adult Without Dependents. ABAWDs can only get SNAP for 3 months in 3 years if they do not meet certain special work requirements.
http://www.fns.usda.gov/snap/able-bodied-adults-without-dependents-abawds
Still SNAP is a once a year enrollment with a 6 month review to people other than ASAWO in my State and as I understand it. Then with FCC’s statement
“improve the program for consumers, carriers, and other participants”, may be to attune it for that of longer nature entitled participants. Then to in dropping the max numbers for new features and devices to be rolled out.
It’s great about the broadened by millions of folks who live in HUD-assisted housing will now be automatically eligible. I’m just wondering about any stipulations on this between single and multi-family households, and to of options given as to one or the other with Lifeline or ConnectHome internet service providers being offered.
http://www.mcknightsseniorliving.com/news/hud-expands-internet-access-program-for-low-income-seniors/article/510797/
Any thoughts, and yes right now it’s of apples to oranges comparing but will it stay that way. I even herd of HUD multi-family apartments Google fiber is piloting some deployments.
https://fiber.google.com/community/#/
Free Government Cell Phones says
We’ve run a couple articles about the HUD-assisted housing expansion by Comcast and Cox. We think you’re overestimating the number of people who will be helped by it at this point. We doubt that it’s “millions” because it only covers these cities: Chicago, Philadelphia, Miami, Baltimore, Houston, Washington, D.C., Detroit, Atlanta, San Francisco and Pittsburgh. Although some of the nation’s poorest cities are on that list, the numbers will probably come in at “tens of thousands” rather than millions. Of course, that’s a great improvement.
The part of this that excites us is that Comcast is often the leader and what it does today, others will do tomorrow. So we look forward to other programs expanding in the same way in the not-too-distant future.
It’s interesting that you bring up Google Fiber because we just had a long discussion on that subject. Although Google Fiber is incredibly fast, we have decided not to give the program its own page yet because the program is so very limited in scope. The program will definitely be worthy of inclusion in the future, but at the moment it only covers a few second tier cities (Kansas City, Austin, Nashville, Atlanta, Salt Lake City) and a handful of suburbs. And even in those cities the availability of free and cheap service is severely restricted.
Free Government Cell Phones says
You are correct that the number of ways of qualifying for Lifeline benefits is being streamlined (there will be fewer government assistance programs in which participation will make you automatically eligible), but also broadened (millions of folks who live in HUD-assisted housing will now be automatically eligible). We have not yet been able to confirm whether or not a consumer will be considered eligible by participating in additional state programs. If we had to guess we’d say that those programs will no longer count toward qualification.
Steve says
Excellent response and answers FGCP.
Although I wasn’t clearer about my earlier mentioned HUD “single and multi-family” – this was of the housing units and not that of a HUD’s family size. Just to clear this up for other readers and yourself.
I see there could be more to come in Lifeline changes and in it’s future other than Dec. 2016 Lifeline Modernization Order, but in no time real soon (instantly).
I mean we will have a newly elected US President come Nov. 8th 2016, and then also that of FCC Leadership, the Commissioners seated terms are of only a 5 year duration to their appointments.
In which 4 of the 5 Commissioners appointment terms will be ending in 1 or 2 years (2017-2018) and the 5th one in the year 2020.
There is always the possibly of a serving a second (5 year) term like Commissioner Mignon Clyburn has with the President and Senate approval.
https://en.wikipedia.org/wiki/Federal_Communications_Commission
The FCC is directed by five commissioners appointed by the president of the United States and confirmed by the U.S. Senate for five-year terms, except when filling an unexpired term. The president designates one of the commissioners to serve as chairman. Only three commissioners may be members of the same political party, and none can have a financial interest in any commission-related business.
http://www.connectwithglobal.com/leadership.html
https://www.fcc.gov/about/leadership
http://itlaw.wikia.com/wiki/Federal_Communications_Commission
Then as well, The National Lifeline Association (NaLA) could have an impact to the Lifeline Programs future.
Unlike the FCC’s Commissioners which can’t have a financial interest in any commission-related business.
The NaLA Board Members can and do as the two New Board Members – March 14th, 2016, The National Lifeline Association announces today the appointment of two new board members for a three-year term beginning June 2016: Life Wireless President William Curry and Kim Lehrman, President of enTouch Wireless.
https://www.nalalifeline.org/board/national-lifeline-association-appoints-new-board-members/
The National Lifeline Association is the only industry trade group specifically focused on the Lifeline segment of telecommunications. We support the 4 essential pieces of Lifeline: ETCs & Providers, Distributors, Lifeline Supporters & Participants, and Government & Regulatory Bodies. We are passionate about the continuity and advancement of the Lifeline program and we drive this vision by providing education, cooperation, and advocacy.
