Open Mobile is the brand name of PRWireless, a cell phone company that offering mobile phone services only in Puerto Rico. It’s a relatively new company and has been offering wireless service only since 2007. Most of Open Mobile’s plans require advance payment, but offer unlimited local call services. But they offer the same extra Lifeline Discount that is offered by competing Puerto Rican wireless companies like Claro and Centennial.
We found it difficult to find online information about Open Movil’s Lifeline discount program, so we contacted the company and asked for information. We have to admit that no other company has ever responded to our requests with more thorough information. Here’s what they told us:
The Lifeline program has some funds from the Federal and State Fund Universal Service. This program offers a federal subsidy of up to $9.25 and $3.50 of state subsidy. Combining both offers grants a maximum discount of $12.75 on your monthly phone service bill. The subsidy applies only to one line for household and is offered to customers who meet the eligibility criteria.
You may qualify for the Lifeline subsidy eligibilities under two types: Government Program eligibility or based on income eligibility. Eligibility based on Government Program requires any of the following evidence:
1. Nutrition Assistance Program (PAN)
Evidence: Department of Family (Certification ADSEF-109)
2. Medical Assistance Program (Medicaid)
Evidence: Department of Health (MA-10 Certification)
3. Energy Assistance Program for Low-income households
Evidence: Department of Family (Certification ADSED-109)
4. Federal Housing Assistance Program (Section 8)
Evidence: Department of Family (certification required)
5. Temporary Assistance for Needy Families Program (TANF)
Evidence: Department of Education (Certification required)
6. National School Lunch Program
Evidence: Department of Education (Certification required)
7.Supplemental Security Income (SSI)
Evidence: Copy of income tax return, evidence of social security income, unemployment, retirement, among others.
Eligibility based on income requires that the total income of your household is at or below 135% of Federal Poverties Guide, which may be modified from year to year. To qualify, you must provide a copy of one or more of the documents listed below:
• State or federal income tax return from last year, signed and sealed
• Divorce decree or order of child support
• Statement of pension or retirement benefits
• Statement of benefits from Social Security
• Statement of benefits from the Veterans Administration
• Unemployment Benefit Statement
• Checkbook payments, three (3) consecutive months for one year
To qualify and apply for this program must meet the following requirements:
• Be 21 years or older. If you are emancipated must present evidence of Scripture Emancipation.
• present valid photo identification.
• must provide proof of residential address on behalf of the client as electricity bill, cable bill and lease.
• You must complete and sign the Application for Certification of the Lifeline program.
• You and your household should not be getting the benefit of another telecommunications company. A household is defined as persons who live together in the same direction and share income and expenses. Any violation of this requirement will result in cancellation of the Lifeline program.
• You should be pre-qualified with the database of the Telecommunications Regulatory Board, where validates that you and your household are not receiving subsidy of another telecommunications company.
You may choose the plan that suits you. The plans are priced at $29.99 (EVDO), $39.99 (EVDO / LTE) $49.99 (EVDO / LTE), after the application of local and federal subsidy of $12.75 your payment will be lower.
