READER ALERT: Times have changed and so has technology. Thanks to the introduction of the Affordable Connectivity Program (ACP), “cheap” plans are now plentiful. So we have decided to “retire” this page. It will no longer be updated as of 10/31/22.
Not everyone qualifies for a free government cell phone. And even if you are eligible, there may not be a provider in your state or area of your state. And for some who do qualify and are able to get a government Lifeline phone, the minimal minutes and low-end cell phone may not be sufficient for their needs.
So, we are always on the lookout for other mobile phone plans that, while not necessarily free, are inexpensive enough for those that don’t have much money to spend. We’ve only have one company listed at this point on our new page, but it’s a fantastic option. More companies will be added soon.
Cheap Cell Phone and Plan providers
Republic Wireless: Republic’s phones use wifi for talking, when available, but also for surfing the web, texting, emailing, photo sharing, everything. Republic Wireless calls its technology “Hybrid Calling” and it gives you full cellular capabilities and also lets you tap into the internet.
FreedomPop: FreedomPop’s basic phone plan gives you 200 voice minutes each month, 500 texts each month and — and here’s the biggie — 500MB of 4G data with 3G roaming every month. And all of that is free. Upgrades are available at very low costs. You can even get unlimited talk, unlimited texting and unlimited data for only $20 a month.
Ting: Another cheap cell phone company that is turning the industry on its head. Choose your own level of minutes, texts and mobile internet, and get a smartphone for way under normal pricing.
More cheap phone plan options coming
We’re watching both these companies and they have hit a sweet spot in the free cell phone service and cheap cell phone service market. From all reports, they are a huge hit. They are intending on building on their success with more phones and more plans, both in phone service and internet service.
And when something hits in the marketplace, others are soon to follow. You’ll see more companies offering similar, and likely even revolutionary, business models that will compete favorably with free cell phones from the government.
So stay tuned, it’s going to be an exciting time. And we’ll be bringing you news of anything that comes up that can save you money, and preferably not cost you a dime.

I’m asking anyone to please pass on the word. I seek someone who has a 2017 j3 Samsung emerge. I have a brand new unused unopened battery which I bought for one. The j3 was stolen. The battery may fit other 2017 Samsung j3 models such as orbit, prime, and the other one. Do your research it is an extra capacity battery so I don’t want it to burn anyone’s phone. It’s about $18 I will pay for a dollar or two postage I can send it to a post office general delivery so you don’t have to give out your address. Or a church or a non-profit organization you just ask around. I am giving this only to a mommy or a young outkast who is it popular. Or I’ll give it to someone elderly. Not to someone who is well off or in the in crowd. **************@gmail.com is how you can gmail me. Orsear h for lee cox fort wayne on phaycebook. My picture for now is me with my two youngest girls when they were much younger. I know the phone is getting old now but that’s a sturdy little model. When I first got mine it fell in the toilet and started shorting out. I shut it off straight away damned as much dry cloth. Rihanna blow dryer over it mostly using cool shot not much hot air maybe a quarter of a second at a time every few seconds. And I propped it in front of an AC vent all night where the holes were exposed and a hat was behind it to rebound the air back at it again and it lasted three more years.

I’ve lived in Kentucky for 6 yrs have applied for assistance with this matter twice regarding the details of the reason I don’t qualify I live in government lowbased income housing and have State government insurance and I would like to know what the details for the denial are?
Free Government Cell Phones says
This is an independent informational website, Lisa. We’re not affiliated with any of the free government cell phone companies. In other words, there’s no way for us to know why you have been denied service. Have you spoken personally to a service rep from one of the Lifeline companies to ask specifically why you were denied?
Melissa Scott says
I had service with you all and I lost my phone in moving and I found it today while unpacking some boxes. Would like to know if I could get if re-activated. My number was 540-904-****
Free Government Cell Phones says
You never had service with us because we are not a free government cell phone service provider. This is an independent informational website. In addition, you have not given us enough information to tell you if your phone can be reactivated. Contact customer service at your old service provider.

Free Government Cell Phones says
New Lifeline rules went into effect on December 2, 2016, Rosa. They say that your account will be cancelled if your phone goes unused for 30 days. In other words, your account is probably no longer active. You should contact your free government cell phone company’s customer service team to find out the status.
judi Joseph says
How do I find out when phone will be delivered
Free Government Cell Phones says
Many Lifeline companies make it easy to check the status of your order right on their websites. If your service provider doesn’t offer that online function, you’ll need to call its customer service team.
Diana Talamantes says
How do I talk to a live person? Also how do I know who my provider is?
Free Government Cell Phones says
We can’t tell you how to speak to a live person because we don’t know who your service provider is. And unfortunately, it doesn’t sound like you remember who it is. Try calling 6-1-1 on your cell phone. In most cases, it is your service provider who will answer.

Here’s the completely unhelpful answer from Q Link’s frequently asked questions page:
1. Does Q Link Wireless offer data plan services?
If your phone has the ability to connect to WiFi, you can learn how to set up the WiFi on your phone by referring to your user manual. If you do not have your phone’s user manual, search on Google by entering in your phone’s manufacturer name and model number and clicking “search”.

Clara says
In reading the information you have I don’t see Montana listed in the states who offer the free cell phone service…Are they the only state that doesn’t have this service? Why aren’t they part of the program yet? Thank you.
Free Government Cell Phones says
Very observant of you, Clara. Montana is one of only two states in which the Lifeline Assistance program is either non-existent or nearly so. There are a few very small companies that offer service primarily on Native American lands.
Clara says
Is there a reason they aren’t on board? Are there talks of them becoming a part of the program?
Free Government Cell Phones says
We are unaware of any public statements to explain the problem, Clara. We would suggest that you contact the Montana Public Service Commission to ask for an explanation. After you speak to someone from that organization, we would love to hear about your experience. So would our Montana readers.
Dianna Oltz says
How do I reach you if I’ve lost my phone
Free Government Cell Phones says
First of all, you don’t reach us, Dianna. We’re not a Lifeline service provider. We’re an independent website that reports news in the free government cell phone business.
Second, you borrow a friend or neighbor’s phone. You email. You do an online chat.
Shannon says
I had my phone for some years now. Can I upgraded to a better phone? They sent me a paper around Christmas time to upgrade my phone at Wal-Mart but the people at Wal-Mart didn’t understand it.
Free Government Cell Phones says
Yes, Shannon, you should be able to upgrade for free if you’ve had your account for a year or more. Sorry to hear you had a bad experience. Perhaps you should consider switching service providers. Here’s an article that tells you how to do that. It’s really pretty easy.
https://www.freegovernmentcellphones.net/faq/how-do-i-switch-lifeline-providers

Temporarily you can contact me on 518-693-**** Thank you sir.
Yours sincere Manubhai D Patel
Free Government Cell Phones says
Here’s some information you need, Manubhai. You don’t say if you cancelled your Lifeline Assistance account before you went to India, but it would have been automatically cancelled if it went unused for 60 days. So you need to begin the application process again.
You need to check out two of our pages. First click on the “States” link at the top of the page. Then find the service providers in Florida and check them all out. They each offer different plans with different minutes/texts/data/etc. Look through them all to find the plan that works best for you.
nina struzzeri says
cool u listened and implicated a few things i said u would need too. however, how much does each plan thru safelink get now, minutes, for calls, and minutes for texts, and how much data for each plan. also since u made some major changes we should be able to change our plans whenever u bring out something n differ. so i wanna know how much monthly data im getting. and everytime u change things up, we should be able to have option to pick our plan all over again. not gonna say the milllion reasons y we get to pick new plan or remain same each time new comes out.
Free Government Cell Phones says
Click on the “Providers” link at the top of this page. Then click on the Safelink page and you’ll find all the info you need to enroll.
S. L. says
T-Mobile 3 Dollars A Month Plan is very inexpensive. You can always add more minutes @ 10 cents a minute if needed. You have a good range of prepaid dumb/smart phones. That is what I have been doing for a while and it works well. Just as long as you manage and watch your minutes.
Free Government Cell Phones says
There are two problems with the T-Mobile plan. They’re not insurmountable, but they are problems.
The first problem is that you must purchase a phone to use with the plan.
The second problem is described by T-Mobile’s website:
“To clarify for Pay As You Go: Service available for 30 days after activation/refill/conversion; then account is suspended. If you have a balance, your plan will resume for 30 days with 30 voice min. or SMS messages. After this 30-day period, your account is suspended. If funds available, additional minutes/messages @ $0.10/minute or message. This means that you would need to ensure you make a payment every 60 days to avoid suspension.”

I receive my service through Safelink. The phone they initially sent is basic and worked well, but it is not modern anymore. I need a more up-to-date phone for 2015. I called Safelink, but it is like talking to a wall. I did manage to find out that they can transfer my current information the tracphone that I buy. The problem is which specific model to buy? None of the Phones We received “responded”,…. by which I mean, “couldn’t make a Call Out, nor Receive a call In, We all went to a different area, about 2-3 miles away, Nothing. So, we HAD to return them all so we could apply at a different ‘Provider’. If We didn’t we couldn’t apply elsewhere. I’m not one to Knock something Free But sometimes it Isn’t Free! KDelphi says
Mine came with a back that wil not stay on unless taped and they just seem to not here me….then they sent me an email that they made me “answer” to turn the phone on, that said “It will all fixed and perfect now” (pretty much) I am disabled and do not understand why the govt is contracting with this rip off company
Rebecca Gaskin says
My phone has “died” and I am assuming it’s the battery. I have already recertified this year so I want to continue using my Safelink service (FL). When I call the numbers I find I either get no help at all, permanent hold or a recording telling me to (guess what?) “Turn on your phone” ~ WHICH I CANNOT DO.
Can you tell me how to get someone on the line (if there really is anyone at Safelink in Florida now)? A battery is almost as expensive as the phone and I can’t be sure that’s what is wrong although there is no damage to the phone and I know of no other reason that it would not charge. I have had it about 2 years and it is an LG QUANTUM which I can no longer find.
Any suggestions would be greatly appreciated.

Free Government Cell Phones says
You’re not going to get Safelink to give you a new battery — batteries wear out. You’ll need to purchase one from them, ebay, Amazon, Best Buy, Radio Shack…

I use to have a cell phone from Safelink but I couldn’t get service any where because I live out in the woods and hills. So I ended up looking online for different government phones since I didn’t have a job and I came across OutReach Wireless and it is a cell phone that has Version written on it and it REALLY WORKS EVERYWHERE!!!! I really love it because it works no matter where I am!!!! I went out of town for vacation to the Beach, which was 10 hours away from my house just one way and the cell phone STILL WORKED GREAT!!!!!! So if you are still looking for a phone that will work in areas that normally don’t have service I would check them out!!!!!!!!!!! GOOD LUCK!!!!

I am on SSI and a couple of other things. Is it possible to get a phone that makes/receives calls/text without the internet?
Linda Vidal says
Yes, the Safelink phone I have is a plain, cheap Samsung Tracfone. It receives text messages, but is a pain to try to type out messages on. I just tell people if they want to text me it is okay, but if they want an answer to call voice.

Free Government Cell Phones says
We don’t know. Can you use your card for any other purchases online?

Foodstamps are for FOOD, not other items, nor services. If you don’t need the food, you should not be on Foodstamps.
